The International Potato Center (CIP) is seeking a Finance Manager (FM) to provide administrative, accounting, and procurement services for a new, USAID-funded project in Bangladesh which will contribute to improving incomes and nutritional health of smallholder families through innovations in potato, sweetpotato, and vegetable production, marketing, and consumption.
The project will be jointly implemented by CIP and The World Vegetable Center (AVRDC), in partnership with national and local organizations in Bangladesh.
The Center: CIP is a not-for-profit international agricultural research-for-development organization with a focus on potato, sweetpotato, and Andean roots and tubers. Its vision is of roots and tubers improving the lives of the poor. CIP is dedicated to achieving food security, improved well-being, and gender equity for poor people in root and tuber farming and food systems of the developing world. CIP works with partners to contribute high quality science, technology, and capacity strengthening for sustainable science-based solutions. CIP is headquartered in Lima, Peru, with staff and activities in over 30 locations across Asia, Africa, and Latin America. CIP is a member of the Consultative Group for International Agricultural Research, a network of 15 research centers mostly located in the developing world and supported by more than 50 donor members.
The position: The FM will be located in the project office in Dhaka, but will be expected to travel from time to time to three field offices located in the project’s “intervention hubs” in southwest and south central Bangladesh which are the target regions of the project. The FM works in close coordination with the administrative assistant and reports to the project’s chief of party (COP).
Duties and Accountabilities:
- Ensure timely requests to CIP’s Finance Department in its Lima, Peru, headquarters for transfer of funds to the project
- Process and execute fund transfers to national and local partners that are authorized by the COP
- Establish a system of financial reporting by partners to enable monitoring of their expenditure of these funds
- Prepare financial and other reports as required in close coordination with CIP’s Finance Department
- Ensure that financial reports are submitted on time
- Control and manage the adequate and timely supply of material, equipment. and supplies taking into account low costs, time of delivery. and improvement of the service to different users
- Carry out procurement tasks as authorized by the COP
- Receive and act on requests for services from internal and external clients, through prompt processing and execution
- Directly supervise the administrative assistant and delegate administrative tasks as appropriate.
Selection Criteria:
- A bachelor’s degree in accounting and /or business management; MBA preferred.
- At least 5 years of relevant experience as Finance Manager, including demonstrated management in development programs (desirable).
- Knowledge of financial accounting and planning, budgeting, risk management, and financial control systems; additional proven experience in cost accounting and systems very strongly preferred.
- Experience producing consolidated financial statements and reporting for a globally diverse organization.
- Strong knowledge of international financial reporting and accounting standards and proven experience in applying them to produce financial statements.
- Proven “hands-on” experience in planning and implementing challenging, complex projects that anticipate and respond to the demands of a high-growth organization, developing dynamic and streamlined systems and processes that anticipate and support changes in the operational and business model, and producing results under demanding deadlines.
- Excellent communication, interpersonal, and analytical skills, including extensive ability to build consensus and resolve complex situations.
- Capacity to work under pressure with minimum supervision.
- Demonstrated integrity, versatility, and initiative.
- Excellent interpersonal skills, teamwork, and ability to work in a multicultural environment.
- Excellent English skills (oral and written).
- Fully computer literate.
Conditions: Employment contract will be for one year term with the possibility of renewal. Salary will be nationally competitive, paid in US dollars, and commensurate with experience.
