Job Summary: CARE Canada is an operational member within the CARE International federation of 12 members. CARE operates in 65 countries world wide, providing both development and humanitarian support to those most in need.
The Humanitarian Assistance and Emergency Team (HAET) is part of CARE Canada’s International Programme unit, which is responsible for the overall management of CARE Canada’s projects overseas and for the coordination of new initiatives, as well as for providing support to emergencies overseas. The Humanitarian Assistance and Emergency Team provides rapid deployment staff, fundraising and capacity building to our country offices as part of a CARE International or CARE Canada emergency response.
At present, the Sub-unit is comprised of: a Director, a Senior Emergency Program Manager and another Emergency Response Program Manager. The position is in a fast-paced and unpredictable environment. Allocation of the HAET’s time is determined in consultation with the Director and the Senior Emergency Programme Manager. The position requires an individual who is very flexible, provides expertise to CARE’s response and who works well within a team.
Working conditions: Home based with significant travel overseas (could be up to 70 %)

Responsibilities:
• Respond to humanitarian emergencies under the management of the CARE emergency unit; • Support CARE’s emergency response capacity through rapid deployment to those Country Offices which request additional resources (often within 48-72 hours); • Provide rapid needs assessments; • Write situation reports, concept notes, proposals and budgets; • Provide analysis of humanitarian contexts; • Participate in programme development and management; • Conduct donor negotiations;
Occasionally, when not travelling and in CARE’s headquarters, the Emergency Program Manager will:
• Build capacity within CARE to respond efficiently to emergencies including identification of training possibilities; • Develop concept notes, proposals and oversee the implementation and financial management of emergency-related projects (potentially includes development and/or revision of budgets, staffing plans, reporting, monitoring and evaluation, accountability, etc); • Maintain excellent relationship with Canadian donors as well as Country Office management, as assigned by the Emergency Coordinator, potentially including representation at Canadian Government events, fund raising events, media, etc. • Liaise with country offices to identify new programming initiatives and potential Canadian funding sources;
Education and Certifications • College diploma. Relevant education background.
Minimal requirements:
• At least 5 years of emergency programming experience with international NGOs or international organisations of which 3 years have been completed in the field; • Experience in project development (proposal writing, budget development, etc.); • Financial and budgeting skills; • Understanding of donor environment and ability to raise funds and support; • Ability and willingness to undertake frequent travel; • Ability to deploy at short notice; • Excellent communication skills (verbal and written); • Strong negotiation skills; • Ability to work to tight deadlines, under pressure and to multi-task; • Ability to work in insecure and difficult environments
Language skills: English and French
IT / Software / Technical Skills: • Computer literate with word processing and spreadsheet packages
Desired Traits: Bachelor's or Master's degree
