Background:
The Comprehensive Nuclear-Test-Ban Treaty (CTBTO) is engaged in a programme of improvements in the areas of waveform data analysis , interfacing with the scientific community, and the civil and scientific uses of International Monitoring Systems (IMS) data. The Provisional Technical Secretariat (PTS) seeks a consultant with sufficient background and experience in the areas described below.
Deliverables from this consultancy will include: written highlight reports of activities to the supervisor covering all topics; written reports and/or presentations as specified under any of the Topics; a written report of any meetings attended outside Vienna under any Topic, and a final report on achievements covering all Topics, to include any recommendations for further work.
The Consultant will mainly work at CTBTO's headquarters. Up to three one-week business missions may be required as part of the consultancy. No Daily Subsistence Allowance (DSA) will be paid for the Vienna headquarters assignment, but travel and expenses according to the standard PTS arrangements will be paid in respect of any business missions outside Vienna.
Duties:
Under the supervision of the International Data Centre Division (IDC) Director, the following topics will be addressed, with an indicative weighting of 25% of the time on each of Topics 1, 2 and 4, 15% on Topic 3, and 5% on Topic 5. Other duties may be included as assigned.
Topic 1: Support for CTBTO Scientific Conferences and engagement with the international scientific community. The role includes: completion of the technical proceedings publication for the CTBTO conference Science and Technology 2011 which was held in June 2011: the publication is designed to document conference outcomes and point the way forward for work to further improve CTBT verification; additional steps to the visibility of the CTBTO to the scientific community; scientific support for the upcoming conference Technology and Innovation 2013 including membership of its Technical Programme Committee, and providing expert advice on how CTBTO can optimize its relationship with the scientific community in support of improving its verification capabilities.
Topic 2: Propose and develop improvements in the monitoring of analyst performance. The role includes the regular reporting of waveform analyst performance; formulation of requirements for the retention of additional parametric data to better record analyst actions relevant to performance, and developing means to allow objectively for quality in performance measures.
Topic 3: Support the implementation of improved seismic analyst tools. This consultancy will support the current IDC priority assigned to this work by providing expert advice, assisting with testing and evaluation, making proposals for further refinement of seismic analyst tools, and providing advice on the improvement of automatic processing insofar as it directly affects the interactive analysis of seismic data.
Topic 4: Assist in the implementation of topics which may use the Virtual Data Exploitation Centre (vDEC) as a platform. This includes: reviewing the applicability of proposed and on-going machine-learning projects to the IDC operational framework, participating in the process for reviewing proposals for access to vDEC to perform specific projects; participating in the process (including possible workshops) of establishing priorities for CTBTO-specific topics to be addressed on vDEC, and preparing terms of reference for vDEC projects promoted by CTBTO.
Topic 5: Promote CTBTO visibility in civil and scientific applications of IMS data. Maintain a watching brief on this topic, including the provision of data for tsunami warning. This task may include participation in CTBTO Regional Workshops designed to promote universalisation of the Treaty, for which the promotion of civil and scientific applications of IMS data is an important component.

Qualifications:
- PhD or advanced degree in geophysics, seismology or a similar field.
Competencies:
- At least 15 years experience in geophysics, as applied to seismology and waveform data analysis ;
- Familiarity with IMS data and its possible use for civil and scientific applications; and
- Good command of English and well versed usage of technical English, written and spoken.
Conscientious and efficient in meeting commitments, observing deadlines and achieving results and be able to work independently with minimum supervision. Very good skills in communicating with people from different backgrounds and demonstrated ability to work in a multicultural environment.
