Project Description:
Johanniter has recently reopened an office in Juba, after having been absent from South Sudan for three years. Johanniter is planning and currently preparing to implement health projects in close cooperation with the MoH with a focus on primary health care and rehabilitation of PHC structures as well as setting up a Medical Training Centre, both in Western Equatoria. Johanniter´s country office is located in Juba, but will be shifted to Western Equatoria during 2012, while keeping Juba as a Liaison Office.
Job Description:
Working directly under the responsibility of the Country Director the Construction Officer will be responsible for all construction and rehabilitation activities of Johanniter in South Sudan.
Reporting to: Country Director (Juba) and HQ (Berlin)
Working with: Team of national staff and expatriates
Job Responsibilities:
Assess the rehabilitation and construction needs and calculate the costs of PHC infrastructure (PHCUs, PHCCs, rural hospitals), of buildings suggested to be rehabilitated and completed in order to house a Medical Training Centre, and of buildings offered to host the Johanniter field office in coordination with the Country Director and the Medical Coordinator Support Country Office to prepare project proposals, interim and final reports for the submission to donors, authorities and HQ, including documentation of construction and rehabilitation activities Prepare guidelines, designs and specifications for rehabilitations activities according to national as well as international standards Manage and supervise all construction and rehabilitation activities of Johanniter in South Darfur according to the original objectives: prepare procurement documents for local construction companies and manage bid invitations according to procurement guidelines, select companies and prepare contracts, supervise/control and inspect/ evaluate construction and rehabilitation activities Ensure accountability of construction activities and expenses; control budget spending and make sure that construction budgets are properly and timely utilized; Ensure participation and involvement of beneficiaries in program implementation Ensure coordination of construction and rehabilitation services by regular meetings with gov-ernment departments, NGOs, INGOs, donors and the log cluster – in coordination with the Country Director Manage construction specific logistics (i.e. local procurement, purchase and transport of build-ing materials etc.) and administration of technical resources according to Johanniter and donor procurement guidelines and in conjunction with country director, finance administrator and log-isticians Manage all infrastructure of Johanniter premises in Juba and WES offices Guide and train local field staff (construction assistants, logisticians, drivers etc.) to ensure quality planning and implementation Recognise further needs and undertake assessments as necessary, contribute to write project proposals and reports, develop local strategies in close co-operation with the country director
Person Specification
9.1. Profession/Qualification: Civil Engineer Degree or relevant university degree (urban planning , architecture, architectural engineering, building engineering or construction or re-lated field) with relevant professional experience
9.2. Experience: 3- 5 years working experience implementing construction and rehabilitation projects for in-ternational NGOs in the field Experience in project coordination and management Experience in working with international partners, clusters, donors and medical authorities Experience in working in insecure complex emergency settings Experience in procurement, logistics and project accounting of donor funds (UN, German Foreign Office, ECHO, USAID etc.) Experience in doing infrastructure needs assessments Working experience in South Sudan desirable
9.3. Skills: Strong construction and organizational skills Diligence in applying guidelines and following standards Human resource management and supervision, team-building Ability to work in a remote location in an unstable security environment management Common sense and being proactive Fluency in English required, knowledge of German and/or a local language is an asset Fully computer literate
Terms and Conditions:
10.1. Duration: 6 months (with possible extension) with starting date asap, yet no later than January 2012.
10.2. Remuneration: Salary according to Johanniter standards Per-diem of 26 EUR per day in the field
