In line with Ministry of Labour and Social Affairs’ (MoLSA) annual working plan, Cesvi will support the drafting and implementation of a national child protection policy.
For this purpose the Ministry of Labour and Social Affairs and Cesvi are seeking a qualified person who will organize meetings about the importance of a national Child protection policy in Somaliland as well as who will draft the aforementioned policy.
The consultancy will be supervised jointly by MoLSA and Cesvi.

CESVI invites individual consultants to submit applications for the consultancy aimed at
(i) Drafting a national Child Protection Policy for Somaliland.
Tasks/Work assignment
1. Meet the key stakeholders, mainly with Ministry of Labor and Social Affairs (MoLSA), Ministry of Justice, Ministry of Education and Ministry of Health, Somaliland Human Rights Commission and other governmental and non-governmental organizations involved in the child protection intervention, as well as experts in Koranic and Xeer law.
2. Organize workshops, roundtables, meetings and individual interviews to collect recommendations and feedback about the main contents of the policy.
3. Develop the policy framework in line with MoLSA recommendations and with outcomes of meetings and roundtables.
4. Organize a validation workshop after the draft of the policy.
Qualifications
- Advanced university degree and/or academic background in a social/legal sector or equivalent work experience;
- Minimum 3 years relevant work experience in child protection and/or child rights;
- Proven/practical experience in contributing to the development of policy and/or legislation that advances human rights preferably in the area of child protection;
- Knowledge on the current political and social context in Somaliland desirable;
- Versatile communication skills and ability to interact in the Somali context with government, community and others;
- High analytical and conceptual skills;
- Very good knowledge English language, Somali preferable.
Reporting procedure/Supervision
The consultant will constantly report to Cesvi Child Protection Manager with regular de-briefing to the MoLSA representative. The consultant will work on daily basis with Cesvi Child Protection Team.
Duration
The exact duration of the consultancy will be decided upon the proposals included in the selected project. It is estimated that the consultant should complete its work within 2 months (early December 2011).
Remuneration
The consultant is required to submit a concise project proposal outlining methodology and activities, timeframe and envisaged budget for consultancy fees excluding, accommodation, local transportation and workshop expenses.
The remuneration will be determined based on various criteria including previous experience, timeframe and knowledge of the Somali context.
