Position Summary
Futures Group is seeking a Senior Policy Advisor who will provide technical assistance and support to the Government of Kenya (GoK) national-level health sector agencies to support implementation of the new constitution. The Senior Policy Advisor will conduct policy analysis, lead stakeholder consultation, assist the government in strategy and policy development, and will write and disseminate policy briefs. Responsibilities require knowledge of health policy issues in Kenya and in East Africa. The Senior Policy Advisor will report to the Program Director of the Health Policy Project’s Kenya field program. Location for this position is Nairobi, Kenya. No expatriate benefits are associated with this position.
Key Responsibilities
- Provides assistance to the GoK in the development, implementation and monitoring of health policies at the national and sub-national levels.
- Prepares health policy analyses, recommendations, policy briefs, and assessments for client and government use.
- Stays abreast of key developments in health policy in Kenya and more broadly in East Africa, in order to inform technical support activities under the HPP Kenya Field Program. This includes frequent interaction with the Government of Kenya stakeholders relevant to this area as well as multilateral partners and donor agencies.
- Facilitates stakeholder consultation and meetings at the national and sub-national levels.
- Supervises short-term local consultants in Kenya assigned to health policy, policy communication, and M&E activities
- Supervises the design, printing and dissemination of policy briefs and policy communication materials in English and Swahili to audiences at the national and sub-national levels.
- Provides assistance within the project team on monitoring and evaluation (M&E) and documentation of project results
- Represents the projects, company, and programs in the health policy area in Kenyan and regional forums, as well as with others in the professional community and in countries of collaboration, independent of technical supervision
- Support capacity building efforts for health ministry and other non-MOH actors to develop analytic and operational skills related to health policy and planning.
- Conducts all work to accepted standards of research ethics
- Actively participates in the development of annual work planning, design, implementation, and reporting related to project technical activities.
- Participates in the preparation of bids and proposals in response to government, foundation or other donor solicitation as requested by the company or supervisor
- Performs other related duties and responsibilities as assigned
Qualifications
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
- Significant experience in health policy, policy analysis and policy communication in the context of Kenya and/or East Africa
- Master's Degree or higher in public health, public policy, political science, public administration, communication or a related technical degree.
- Experience: 7-8 years of experience required, with at least 3 years of experience in Kenya.
- Fluency in English and Swahili required
- Demonstrated strength and experience providing technical assistance, writing technical reports, and policy briefs targeted to decision makers.
- Proven ability to work collaboratively and build consensus across diverse sets of stakeholders.
- Experience in client relationship management, reporting, program work planning is preferred.
- Experience in M&E and documentation of project results highly desirable.
- Appropriate computer skills necessary to conduct quantitative and qualitative analyses
- Prior experience working with USG-funded programs is required.
- Strong written and oral communication skills for high-level policy audiences
- Strong facilitation skills required
- Ability and willingness to travel within Kenya
