UN WOMEN: DEPUTY FUND MANAGER - New York, UNITED STATES OF AMERICA

United Nations Entity for Gender Equality and the Empowerment of Women (hereafter UN Women), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the center of all its efforts, UN Women will lead and coordinate United Nations System efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Established in 1996 by the General Assembly Resolution 50/166, the United Nations Trust Fund in Support of Actions to Eliminate Violence against Women (hereafter UN Trust Fund) is a leading global, interagency grant-making mechanism administered by UN Women on behalf of the United Nations (UN) system.

The UN Trust Fund supports civil society organizations, governments and UN Country Teams in their efforts to turn policy promises into actions that can afford concrete benefits for the survivors of violence and contribute to prevention of violence. The strategic focus on creating a knowledge hub of successful preventive and support programmes, as well as its effort to pull the available expertise and resources within UN system and beyond, are important elements of the UN Trust Fund’s aim to trigger steps that can turn policy promises into concrete deliverables with tangible results.

The UN Trust Fund awards grants on a competitive base, through an annual global call for proposals distributed widely through various list serves of UN agencies, civil society organisations, member states, regional organisations and media.

The current UN Trust Fund active portfolio amounts to over US$ 61 million, with 96 programs supported in 86 countries. The UN Trust Fund has a funding drive of reaching US$ 100 million in annual grant-making by 2015. This is also an explicit goal of the UN Secretary-General’s UNiTE to End Violence against Women campaign.

The management structure of the UN Trust Fund includes a Global Advisory Committee, Regional and/or Sub-regional Advisory Committees and the Secretariat. The Secretariat, under the direct supervision of the Chief of the UN Trust Fund, supported by a team of portfolio specialists, is responsible for the overall management of the UN Trust Fund’s programmes and operations, including programme strategy development and implementation, resource mobilization, grant management and influencing policy priorities for assurance of sustained attention to ending violence against women.

It is in this context that the UN Trust Fund is seeking to employ the services of a Deputy Fund Manager who will be assisting in the overall management and oversight of The Fund’s operations. The Deputy Fund Manager, under the supervision and guidance of the UN Trust Fund Chief, will contribute to strengthening knowledge generation and achievement of results of the Fund’s active portfolio, and to expand the pool of partnerships and commitments to the work of The Fund. She/he will develop a roadmap for an incremental outreach to a wide range of stakeholders and implement activities to map and cultivate public and private partnerships.

Duties and Responsibilities

The Deputy Fund Manager, under the supervision and guidance of the UN Trust Fund Chief will be responsible for the following main tasks:

Strategic planning and management:
  • Assist in operational and financial oversight of the UN Trust Fund, including development of unit and individual work plans and periodic review of the workflow,
  • Track and monitor grantee projects, including fulfillment of all reporting requirements and ensure quality reports and evaluations,
  • Oversee contractual processes required to achieve relevant tasks of the UN Trust Fund, including development of working relations with relevant experts and institutions in substantive areas such as elimination of violence against women, information and communication, research and social marketing,
  • Support the UN Trust Fund team and partners with technical expertise and strategic guidance in building evidence based programming and evolving the UN Trust Fund’s grant making criteria and strategy accordingly,
  • Contribute to regular analytical and situational reports, risk and opportunity assessments and communications on relevant policy issues in the area of elimination of violence against women,
  • Provide technical and substantive support in execution of the UN Trust Fund strategies, including programme and fund raising strategies,
  • Contribute technically to the conceptualization and development of knowledge products for the UN Trust Fund, in collaboration with the Knowledge Management Specialist on ending violence against women,
Partnership Development:
  • Contribute to further development of UN Trust Fund’s global partnership base in close collaboration with UN agencies, Women’s organizations, member states, foundations and private sector,
  • Lead the development of fundraising proposals for the UN Trust Fund, in close coordination with the High Level Committee, Interagency Programme Advisory Committee and UN Women and other UN agencies,
  • Draft, develop and package resource mobilization products in collaboration with other colleagues in the UN Trust Fund secretariat and UN Women’s thematic and geographical sections
  • Develop and provide relevant informational materials on UN Trust Fund’s contribution to eliminating violence against women for the UN system, donors, and other stakeholders, and represent the UN Trust Fund in relevant platforms, as might be required,
  • Develop strategic analysis for identification of UN Trust Fund potential partners and maintain appropriate donor tracking systems to track results (donor profiles, donor database, cultivation and solicitation strategies for specific donor constituencies, etc.),
  • Ensure regular updating and maintenance of all fundraising contacts, including contact reports and fundraising relationships,
Coordination:
  • Represent the UN Trust Fund in select policy and programme working groups related to ending violence against women, including at the Inter Agency Network on Women and Gender Equality and the Task Force on violence against women as might be required,
  • Liaise with relevant UN Women thematic advisors, geographic sections and sub-regional offices for programmes of the UN Trust Fund,
  • Collaborate with other UN Agencies on UN Trust Fund related issues at HQ, regional and country levels,
  • Provide substantive and administrative support to the Fund’s global inter agency programme appraisal committee meetings and consultations,
  • Participate in and organize regular liaison meetings/communications with donors.

Required Skills and Experience

Education:
  • Masters degree (or equivalent) in international relations, social sciences, human rights, law or other related fields.
Experience:
  • Minimum seven years of relevant national and international experience in international development, especially gender equality and gender based violence within an international organization.
  • Experience and proven track record in fund raising as well as programme management and administration is required.
Language Requirements:
  • Fluency in English is required. Proficiency in another UN working language is desirable.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
