Qualifications Requirements:
1. At least 15 years extensive experience at a senior level in a civil aviation administration, airline or similar aviation-related organization, with substantial practical experience at a management level.
2. Current airline transport pilot license (ATPL) and experience on modern heavy jet aircraft.
3. Familiarity with ICAO provisions and other common national/multinational regulations relating to flight operations.
4. Experience in the procedures for granting air operator certificates and the subsequent regular surveillance of operators.
5. Experience in liaising with outside agencies to whom some tasks concerning operational surveillance may be contracted.
6. A good command of oral and written English, French or Spanish is essential.

Duties:
May include some, or all, of the elements listed below in advising and assisting with:
1. Review and revise detailed regulations concerning the operational certification and surveillance of operators.
2. Establish and oversee the initial operation of a Flight Operations Department, including:
a) the issuance of air operators certificates to operators;
b) the regular operational surveillance of certificated operators;
c) the approval of operational procedures, manuals and equipment for carriage on board aircraft; and
d) the development of written procedures which will ensure that inspections are carried out in a uniform manner.
3. Provide guidance and on-the-job training in the above duties to national counterparts.
4. Perform other related duties as may be required.
Salary:
In accordance with the ICAO Technical Co-operation Bureau (TCB) grading system.
