Qualifications Requirements:
1. Extensive management or supervisory experience with a civil aviation department, with responsibility for implementation of rules, regulations, operating manuals and flight and ground procedures deemed necessary for flight safety, inspection and certification.
2. Detailed knowledge of the broad field of international airline management and operations with extensive experience in the transport of and dealing with dangerous goods.
3. Sound knowledge of ICAO Annex 18 and Doc 9284--Technical Instructions for the Safe Transport of Dangerous Goods by Air.
4. Experience as a dangerous goods instructor.
5. A good command of oral and written English, French or Spanish is essential.

Duties:
1. Conduct an in depth desktop review of the national dangerous goods regulatory framework and regulations to determine their effectiveness and compliance with Annex 18 and the ICAO Technical Instructions.
2. Conduct an in depth desktop review of the national dangerous goods handbook and determine the effectiveness of these policies and procedures to enable the government authority to meet it's dangerous goods safety oversight responsibilities as required by Annex 18, Technical Instructions and related guidance material.
3. Provide a report on the findings of the review and recommendations to address any shortfalls identified.
4. Deliver training on dangerous goods transportation to civil aviation authority inspectors.
5. Perform other related duties as required.
Salary:
In accordance with the ICAO Technical Co-operation Bureau (TCB) grading system.
