The overall objective of the Technical Audit of which this contract will be a part is to maintain a proper and timely project implementation through regularly issuing to the relevant stakeholders and principally to the Delegation of the European Union to Tanzania opinions and corrective measures/actions on the performance and compliance status of the entire project "Improvement of Rural Roads in Tanzania".
The specific objective is to elaborate an independent factual assessment during the entire life of the programme aimed to remedy deviation from or existing errors in the original project objectives which can lead to weakening results on but not limited to the following
i) Works carried out by the Contractor(s),
ii) Services provided by the consulting company SMEC International Ltd, Africa Division (the Consultant) in charge of preparing Detailed Design, producing tender dossier and carrying out works supervision,
iii)The PMO-RALG and LGAs' project management directly involved in the implementation of specific action with regard to the organisational, technical, contractual and financial aspects during implementation of the project,
iv) Capacity Building provided by the consulting company I.T. Transport Limited, UK, in charge of building the technical and managerial capacities of PMO-RALG and LGAs affected staff.
Project description
The objective of the "Improvement of Rural Roads in Tanzania" project is to support the PMO-RALG in managing the planning, the design, and the construction of the selected rural roads aimed to improving living conditions of the population living in rural areas of the country and to get better access to rural and economically productive areas.
The project is composed of three main components, namely the preparation of detailed design, the construction works and the capacity building of the PMO-RALG and LGAs.
In order to reach this objective, the European Union has allocated an amount of MEUR 22,0 (Financing Agreement no. 2012/023-400, the Technical Administrative Provision are attached to this ToR as Annex A) to be committed for:
a) One Service contract for the preparation of priority list of intervention, detailed design of the selected Rural Roads and implementation of timely and properly supervision tasks of the construction works (the related TOR are attached to this ToR as Annex B);
b) One or more (up to six) Works contract(s) for the rehabilitation/upgrading of the selected rural roads in the regions of Iringa, Morogoro and Ruvuma;
c) One Service contract for the Technical and Managerial Capacity Building of the PMORALG and LGAs (the related TOR are attached to this ToR as Annex C).
The main results of this project include:
· All year round travel along the selected roads with reduced travel times, lower cost of transportation and improved access to markets and social centres/amenities.
· Enhanced capacity of PMO-RALG staff, as well as regional and district technical personnel, to manage road investments (planning, procurement, implementation).
At the moment this TOR is drafted, road sections to be rehabilitated/upgraded in the three regions are identified in accordance with set criteria which may be considered as a pilot at this stage, subject to availability of funds. Each region will have max two lots of works awarded to reputable contractors who will be expected to team up with small local contractors. The option of drafting a single contract for the three regions is also taken into consideration. This will give the local contractors opportunities to participate in this programme thus creating employment and livelihood in the immediate area of works interventions whilst also providing capacity building for small local contractors in project management. The use of Labour Base Methods will be encouraged (where appropriate) to maximise potential employment of local people.
These are, but not limited to, the requested services including suggested methodology.
The Technical Auditor is expected to undertake a programme of activities on the basis of intermittent input through field missions (indicative 2 week duration per field mission), every 6 months or less during the contract performance period, for evaluating supervision, works and Capacity Building contracts and PMO-RALG/LGAs' performances.
Therefore, the Technical Audit exercise will start at the awarding of the contract i.e. November 2013 as an indicative timeframe and conclude by latest at the end of the Implementation period, i.e. July 2017 for approximately but not limited to eight (8) missions.
Adjustment in the interval between missions or extra mission(s) can be introduced if deemed necessary in consultation with the Project Manager.
During the first mission, the Technical Auditor together with the Project Manager draft a work programme for the other missions taking into account relevant implementation milestones, including among others timing of issuance of provision acceptance certificates vs. work programme, etc.
The checks and verifications to be performed by the Technical Auditor will be carried out using appropriate methods and techniques including but not necessarily limited to: site surveys, measurements, independent laboratory tests, photos and calculations to verify quantities on the basis of statements and documents produced by the contractor(s) and the supervising consultant(s).
The Technical Auditor may recommend further in-depth measures if deemed necessary as well as further capacity building measures with regard PMO-RALG and LGAs. The Technical Auditor shall have free access to the supervising consultant's laboratory where, upon approval of the Contracting Authority, he may ask the supervising consultant to carry out additional geotechnical tests. The Contractor(s) shall be informed and associated to the process.
The services of the Technical Audit contract are related to the above mentioned contracts and more in detail shall:
a) Examine and assess the conformity and quality of the contractual documents and
engineering detailed design for construction (works and supervision contracts).
b) Perform site visits, during which the auditor will in particular examine:
c) Examine and assess the correctness of the payment certificates (including requests
for advance payments) issued by the works contractor(s), approved by the Supervisor's Representative(s), the Supervisor and the Contracting Authority.
d) Examine and assess the correctness of the invoices (including requests for advance
payments) issued by the consultant(s) responsible for supervision of the works by virtue of its/there own contract and approved by the Supervisor and the Contracting Authority.
e) Examine and assess whether works supervision is carried out in accordance with the
terms of reference of the supervision contract(s) and following standard works supervision procedures.
f) Examine and assess the appropriateness of the capacity-building plan and related
training/workshop/guidelines.
g) The auditor is expected to propose, at all stages of his assignment, corrective measures that could affect positively the quality of the works and to inform as soon as possible the European Union Delegation of any anomalies detected.

Specific verification missions are, among the other, the mid-term and the final evaluations of the CB component, the provisional and final acceptances of the works, claim assessment, structural engineering, etc.
The main activity of the provisional and final acceptances of the works is to verify that works quantities and related qualities provided are consistent with those contractually due and provisionally paid for and are detailed above.

Location Start date & period of implementation
The locations of the project are in the Morogoro, Iringa and Ruvuma Regions in Tanzania and the respective Districts, and the Dodoma town at PMO-RALG, Infrastructure Development Unit (IDU) Headquarters. Morogoro and Iringa regions are located along the TANZAN corridor from Dar es Salaam to Zambia/Malawi. Ruvuma region is neighboring both regions on south.
The intended start date is 4th November 2013 and the period of implementation of the contract will be 46 forty-six months from this date. Please see Articles 4 and 5 of the Special Conditions for the actual start date and period of implementation.

Key experts have a crucial role in implementing the contract.
The Technical Audit Team is expected to undertake a programme of activities on the basis of field missions for an indicative fourteen (14) working days duration per field mission. This gives a total of eight (8) missions; however more mission(s) can be requested in particular circumstances such as important deviation from the original design schedule, contractor claims, etc.
Home assignment for the implementation of particular tasks related to the project can be agreed with the Contracting Authority upon request.

Team leader: Senior Road Engineer Qualification and skills
Masters Degree in Civil Engineering or transport related engineering discipline and be an accredited member of an internationally recognized professional body.
Fully proficiency in English, both written and oral. General professional experience
Minimum twelve (12) years of combined international post qualification experience in the areas of road design, tender preparation/assessment and construction management of major and rural road construction/rehabilitation/upgrading contracts.
Specific professional experience
Minimum ten (10) years of experience in the supervision of road construction contracts as Resident Engineer or Supervisor's Representative;
Minimum five (5) years successful working experience(s) in technical audit of road construction contracts; He/she must have an excellent knowledge of technical audit methods enabling him/her to work in the field of road technology as well as of construction, geo-technology, topography and the site laboratory, as well as proven experience in quality control of road construction works.
Working experience in the Contractor's side and experience(s) in developing countries are considered an important asset

He/she should have proven extensive experience in project of similar nature as project analyst or capacity building provider to government institutions and/or organising and coordinating a programme of capacity building (seminars and on-the-job training).
Successful experience of similar Technical Audit project would be an asset. Experience in developing countries is considered an asset.
Quantity Surveyor Junior Expert: Qualification and skills
Qualification in Quantity Surveying (QS) from a recognised academic / professional institution; membership of recognized professional bodies in Quantity Surveying; Computer literate
