World Learning Chief of Party, Tanzania


World Learning seeks a Chief of Party (COP) for a USAID-funded participant training program in Tanzania. Duration: 5 years. Location: Dar es Salaam, Tanzania. Background: The primary purpose of this program is to provide in-country, third-country and US based participant training interventions for individuals targeted by USAID/Tanzania. The program will mainly involve long-term academic and short-term technical training programs. The Contractor will support maximizing the impact of these programs by linking exchange and training programs, where appropriate, to on-going or planned developmental assistance activities by USAID Development Objective teams and, if necessary, other U.S. Government agencies.
Chief of Party’s responsibilities: • Provide overall strategic vision and day-to-day oversight and leadership for a professional training program that includes long- and short-term trainings and academic study in Tanzania, US and Third Countries across diverse sectors; • Provide immediate project start-up of activities; • Design and prepare annual and multi-year project work plans;
• Manage overall program implementation and provide oversight to ensure program training plans, goals and objectives are met; • Manage program staff and subcontractors; • Build strong relationships with partners in Tanzania and internationally and facilitate successful coordination of all activities; • Collaborate closely with USAID/Tanzania; • Ensure trainings impact overall organizational capacity and performance of the participants’ respective institutions through regular monitoring of impact results; • Report regularly to headquarters, providing timely updates of all situational and project developments; • Oversee program administration, implementation, and fiscal management; and • Provide leadership to overall project operations and reporting, ensuring that a team of core experts are in compliance with donor regulations and local laws.
Qualifications: • Masters or PhD degree in related field; • Minimum of 10 years of managerial experience implementing related international donor funded projects; • Experience as a trainer and as a manager of participant training programs; • Knowledge of US exchange programs; • Experience with university partnerships, desired; • Experience with organizational capacity and performance improvement programs; • Strong interpersonal and leadership skills to manage a large, diverse, and internationally implemented project; • Experience implementing USAID programs in Tanzania desired; • In-country travel is expected.
