Purpose:
Under the guidance of the Human Resources Manager, Global Service Centre, you will manage the administration of New York Headquarters, TACRO, Florence, Copenhagen and Brussels staff including approval of related benefits and other administration (please note that geographical distribution can change as required). You will provide technical operational support and guidance on the interpretation of UN/UNICEF organizational HR rules and regulations. Manage a team of six HR assistants.
Qualification:
Advanced University degree in Human Resources Management, Business Administration or other related field(s).*
*A first level university degree in a technical area or related field, as mentioned above, in conjunction with a minimum of seven (7) years of relevant work experience at the national and international levels in human resources management may be accepted in lieu of an advanced university degree.
At least five (5) years of relevant work experience at the national and international levels in human resources management. Previous field experience in a UN System/International Organization context is considered an asset.
Detailed knowledge of UN/UNICEF HR rules and regulations is an asset. Prior experience in relevant HR technologies (i.e. SAP, HRIS etc.) is an asset.
Fluency in English required. Knowledge of another UN language is considered an asset.
Key Expected Result:
- Provide technical operational support and guidance on the interpretation and application of UN/UNICEF organizational HR rules, regulations, systems, procedures and processes. Monitor compliance with current systems, procedures and processes and take corrective measures as necessary. Contribute to the review and continuous improvement of procedures, work processes and related systems.
- Ensure proper, accurate and correct administration of benefits and entitlements to all staff under areas of responsibility in order for the payroll to be accurate.
- Administer staff members in New York HQ office which necessitates frequent contact with staff and managers and requires tact to handle sensitive issues.
- Administer IPs staff members in UNICEF offices outside NYHQ and provide overview on HR cases, conduct research and analysis as appropriate and ensure consistent and equitable application of human resources administration.
- Analyze policy changes to ensure staff entitlement and conditions of service issues are addressed.
- Initiate offer letters for International Professional and General Service staff recruited by UNICEF. Ensure issuance of the personnel action and all required documents including UNLP, etc.
- Liaise with other HR officers and HR Policy colleagues to provide holistic and consistent responses to HR administration issues and questions.
- Certify Education Grant and act as the Focal Point for medical health insurance issues for staff members under areas of responsibility.
- Manage a team of HR assistants, set and maintain standard and continuously monitor progress of the team. Promote management excellence in the unit by ensuring accountability, customer service orientation, as well as sound and systematic performance management.
- Act as Deputy to the HR Manager, GSC.
