Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Office of Safeguards Analytical Services (SGAS) is responsible for the analysis of nuclear material and environmental swipe samples, as well as the coordination of logistics and the Network of Analytical Laboratories (NWAL). Located about 45 km south of Vienna in Seibersdorf, the Office is organized into three sections: the Nuclear Material Laboratory, including the On-Site Laboratory (OSL) in Japan, the Environmental Sample Laboratory and the Coordination and Support Section.

The Coordination and Support Section is responsible for the planning and coordination of the analytical services, the NWAL, quality management and technical support (including IT support and the mechanical workshop) within the Office of Safeguards Analytical Services. It is also responsible for providing the relevant reports.

Main purpose

Reporting to the Director of SGAS, the Head of the Section for Coordination and Support is responsible for the management of sampling logistics, the SGAS quality management system, SGAS IT systems, the mechanical workshop and the NWAL. The Section Head takes overall responsibility for planning, setting work goals and priorities, providing technical overviews and guidance to members of the Section, as well as monitoring and reporting on the Section's work.

Role

The Section Head is a: (1) leader and manager of a group of 22 staff, ensuring efficient and effective support to the Department of Safeguards for analytical services coordination and from the technical support workshop; (2) coordinator of the NWAL; (3) adviser to the Director of SGAS on programmatic, personnel, budgetary, scientific and technical issues; (4) facilitator of actions derived from the Analytical Services Committee.

Partnerships

The Section Head works closely with staff throughout SGAS to coordinate the delivery of service for nuclear material and environmental sample analysis to the Department of Safeguards. This requires regular and close interaction with Laboratory Heads and the other Divisions in the Department of Safeguards, but especially with the Division of Information Management and the Division of Concepts and Planning, in order to plan for meeting future analytical needs. The Section Head also interacts with experts and Member State Support Programmes to optimize the use of the NWAL.

Functions / Key Results Expected

  • Plan and manage the work of the Section, prepare work plans, ensure a balanced workload distribution, monitor work performance and assess staff development needs.
  • Ensure the provision of adequate and timely analytical services and their associated quality control to the Department of Safeguards.
  • Maintain the SGAS quality management system.
  • Organize and chair the Analytical Services Committee.
  • Provide support to the Radiological Protection Officer to ensure the safe use and storage of radioactive materials in SGAS as well as the safe transportation of radioactive materials.
  • Ensure the safe and effective operation of the technical support workshop.
  • Coordinate with the Division of Information Management the maintenance and development of the SGAS IT infrastructure and the laboratory information management system (LIMS).
  • Lead and guide the development and implementation of the IAEA's NWAL.

Knowledge, Skills and Abilities

  • Management/leadership skills:
    • Proven track record of excellent leadership, including high standards of integrity, fairness and transparency to ensure and promote a work environment based on mutual respect and to perform effectively as a motivating leader in a multicultural environment;
    • Demonstrated ability to think strategically, to set direction and apply a results based approach and quality management;
    • Thorough knowledge of human resources and budgeting/financial concepts and principles.
  • Technical expertise: Familiarity with: (i) IAEA safeguards; and (ii) destructive analytical techniques for the analysis of safeguards samples.
  • Demonstrated analytical skills in drawing well-balanced conclusions when dealing with complex issues and in interpreting procedures and guidelines in order to adapt them to cover complex and changing situations.
  • Learning attitude: Interest in keeping abreast of new developments and best practices in safeguards.
  • Customer orientation to support inspection activities effectively.
  • Strong communication skills: Ability to produce high-quality documents and to deliver effective presentations.
  • Interpersonal skills:
    • Ability to establish and maintain effective working relations with IAEA staff at all levels, with representatives of Member States and with counterparts in international organizations;
    • Ability to facilitate work in a team environment with scientific, technical and administrative staff and trainees and to build and maintain collaborative partnerships across organizational boundaries;
    • Demonstrated ability to work in a multicultural environment with sensitivity and respect for diversity.

Education, Experience and Language Skills

  • Advanced university degree in applied science or chemistry.
  • Minimum of 10 years of relevant experience in nuclear chemistry, as well as in safeguards, with increasing responsibilities.
  • Experience in an international environment.
  • Extensive experience in managing multidisciplinary technical teams as well as funds and processes.
  • Practical experience in disciplined approaches to project management.
  • Experience in strategic planning, operational planning, budgeting, allocation of resources, procurement, property management, quality control and assurance and safety.
  • Fluency in spoken and written English. Knowledge of German an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $46 584*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
