POSITION OF WORK: PROCUREMENT EXPERT 1. Core mission of the position The Project Procurement Officer will be responsible for: the management of Project procurement activities as part of the Project implementation arrangements, in accordance with the relevant guidelines of donors and law on public procurement requirements; and for Building the procurement capacities of Supreme Court and of the Project Implementing Partners. 2. Service Agency: SPIU/Supreme Court 3. Specific Tasks: 1. Along with the Project coordinator, the procurement officer will coordinate Project procurement activities by planning procurement actions in general and preparing and updating of detailed procurement plan. 2. Along with the Project coordinator, the Procurement Officer will coordinate Project procurement activities by preparing and updating of detailed procurement plan and planning procurement actions in general. 3. Along with the Project coordinator and the Technical Staff of Supreme Court and other Project Implementing Partners, he will ensure coordination of procurement actions by: Ensure that all procurement procedures are in strict conformity with the relevant Procurement Guidelines of the Rwandan law on public procurement; Ensure that all procurement procedures are in strict conformity with the relevant Procurement Guidelines of the donors; Carry out the process of procurement of goods and services under SPIU; Ensure proper management of contracts for goods and services after signature; Assist Project coordinator and other Partners to supervise works or services under execution; Prepare the Bidding Documents in coordination with the relevant Implementing Partners. Prepare responses to clarification and issues resulting from bidder’s queries of the bidding documents. Prepare procurement documents and evaluation report for submission to donors for non–objection if applicable. Provide support to Procurement Tender Committee (Public Bid Opening, Bid Evaluation Process) and work closely with the Procurement Officer of Supreme Court. 4 Prepare and monitor contracts and amendments. Assisting the technical staff in Supreme Court in inspection and reception of equipment and goods, Any other duties assigned by the Project Director or Project Manager. 4. Qualification and experience • Minimum Masters in Management or Business Administration • Minimum of five years of working experience in procurement in a busy and credible institution • Excellent command of the English language or French, command of both is an advantage. Specific knowledge • Sound Knowledge of procurement policies and procedures in Rwanda • Basic Financial Management 5. Reporting/supervision The Project Procurement Officer will be supervised by the Project coordinator of “Single Project Implementation Unit” will work closely with procurement Officer of the Supreme Court. 6. Duration The contract will be for an initial period of one year, with a possibility of extension.
