Position Title: JUDICIARY LEGAL ADVISOR 1. Core Mission of the Position: To provide support and assistance to judicial leadership in matters of legal research and advisory opinions on efficiency and effectiveness of the Judiciary as well as spear heading various initiatives such as Rwanda Law Reports, Improvements in Case Flow Management, spear heading of frameworks dealing with Judicial Monitoring and Evaluation. 2. Service Agency: The Judiciary 3. Specific Tasks: a. Provide legal and advisory support and oversight to various members of the senior management team on cases transferred to Rwanda from ICTR and various national jurisdictions ensuring proper due process standards are met. b. Conduct legal research and analysis; assist with case preparation and strategy development. c. Assist and advice with drafting of legal documents: summons, judgment writing, etc. d. Assist with disclosure practices. e. Advise the Judiciary on witness / party protection technicalities f. Attend trials of the International Crimes Court and advise on areas where improvements can be made g. Build the capacity of internal staff on various operational aspects h. Develop, design and implement strategic projects to integrate and increase legal reform in assigned areas of administration of justice, legal empowerment and access to justice i. The design and delivery of capacity building programmes aimed at a progressive reform of criminal law, administration of justice and judicial systems j. Propagating a culture of legal research and defining a framework for use and adoption of legal precedents k. Disseminate of legal information and exchange of knowledge on the Judiciary website l. Conduct needs assessment in assigned areas of legal and judicial reform, evaluate capacity and develop suitable Technical Assistance Plan based on priority needs m. Identify areas for policy innovation, provide advice and make presentation to senior leadership n. Assist the various Judicial leaders in overseeing the programmatic and administrative tasks necessary for the functioning of the Judiciary 5 The Legal Adviser will collaborate closely with the Office of the Inspector General of Courts in discharging his/her responsibilities. 4. Required profiles Essential: Good honors degree in law and admission to practice as a barrister or solicitor in a Commonwealth country Desirable: Masters degree in law or related subject 5. Experience: Essential : a. Minimum of ten years post admission practice experience as a lawyer and experience in assessing, designing, managing and evaluating rule of law assistance programmes within the development context; b. Thorough background in research, c. Legal analysis and the provision of legal advice in complex matters proven ability to construe and apply statutes, d. Select and digest legal materials for publication experience in producing materials for use by practitioners and for workshops, conferences and in-house training needs in a development context strong project management skills with the ability and experience in designing project documents and budgets and coordinating international programmes within a development context; Desirable: a. Experience of working with international organizations in an in-country environment b. Representational experience in multilateral fora and practical experience in matters relating to the rule of law Experience in legal policy development Experience in providing professional training and development c. Excellent skills in translation: Kinyarwanda-French/English) or French/English-Kinyarwanda
