Emergency & HIV Analyst (UN Coordinator Support)

Background

The UN has identified the need for a standing capacity to address humanitarian risks associated with high levels of human vulnerability and the regular occurrence of natural hazards in Mozambique.

Experience from previous years suggests that Mozambique faces a situation of chronic vulnerability, which is recurrently exacerbated by disasters resulting from flooding, clyclones, drought, epidemics, pest infestations and earthquakes. In this context, coordination support is required to act as secretariat for emergencies among the UN agencies and their IASC partners (the IASC In –Country Team).

The UN Humanitarian Country Tem (HCT) functions as the main disaster preparedness and response coordination mechanism for the UN Country Team in Mozambique. The primary purpose of HVT is to ensure a prompt, effective and concerted country – level response by the UN System in the event of a human-made or natural disaster. The team is set up to ensure coordination of the UN assistance to the Government of Mozambique for prompt and effective disaster preparedness, mitigation and response. The team also coordinates all disaster related activities, technical advise and material assistance provided by UN agencies.

Given the extremely high rates of HIV infection in the region, UNCT in Mozambique is committed to the implementation of HIV at the work place programmes, including the 10 UN Minimum standards and the creation of UN PLUS.

In order to streamline the emergency preparedness and response efforts of the UNCT in Mozambique, and ensure that UN staff and their dependants continue to have access information on HIV and AIDS, UNCT has agreed with the creation of the position of an emergency and HIV Analyst function the Resident Coordinator’s Office.

Duties and Responsibilities

The Emergency and HIV coordinator overall responsibility will be to coordinate inter-agency activities aiming at promoting national emergency preparedness in the country a work place programmes including the implementation of the UN 10 UN HIV minimum standard for HIV at the work place.

Overall Functions:
  • Act as HCT secretariat.
  • Contribute to the coordination of inter-agency preparedness and response efforts, facilitating support to the government of Mozambique for disaster preparedness, mitigation and response, and strengthen information mechanism on emergency preparedness and response in Mozambique.
  • Contributes to strengthening the linkages between disaster preparedness, risk mitigation and response and overall vulnerability reduction in the Mozambican context, through the HCT.
  • Ensure the integration of HIV and AIDS and Gender into emergency plans and programmes.  
  • Design and implement HIV at work place programmes. Be responsible for the implementation and operationalization of the 10 UN HIV Minimum standards.
HCT Secretariat:
  • Act as secretariat to the UN disaster Management Team and the UN disaster technical working group; Organize HCT WG meetings, including extraordinary meetings prepare notes for the record and monitor appropriate follow up by member agencies on action points.
  • Maintain the  RC and HCT chair informed of emergency development requiring a HCT response;
  • Support the RC and the HCT chair on emergency related issues tat should be raised in other inter agency on governmental fora.
  • Contribute to the integration of HIV and AIDS, Human and Rights and Gender themes into the emergency settings as both national and local level.
  • Support the RC and the HCT on matters related to Early Warning data that could impact disaster preparedness, mitigation and response in Mozambique.
  • Keep abreast to the development of the Triple Threat (food insecurity, HIV and AIDS and weakened governance capacity) in the Southern Africa region, and alert RC and HCT to developments with implications for Mozambique.
Inter-Agency coordination:
  • Facilitate and coordinate the preparation, implementation and updating of UNCT emergency preparedness and response plans, including the UN EPRP and the UN Avian Flu Contingency Plan. Liaise with HCT member agencies to ensure that activities set out in preparedness and response plans are completed.
  • Contribute to joint UN plans and programming and planning processes, such as UNDAF, with the objective of mainstreaming risk and disaster management issues in these processes.
  • Liaise with the UNCT/HCT and the IACS In-Country Team, and with other humanitarian national and international humanitarian actors present in Mozambique and in the region.
  • Assist SETSAN on strengthening linkages between disaster preparedness, mitigation and response and vulnerability reduction; participate in the IASC In-Country team on the national vulnerability Assessment Committee (VAC).
  • Assist in the integration of HIV and AIDS and Gender into the government emergency contingency plans.
  • Provide technical assistance to the government for more effectively addressing the needs of vulnerable people a risk of HIV and gender base violence in emergency settings.
  • Lead and coordinate the implementation of the UN 10 minimum standards.
  • Support IASC In-Country Team efforts such as Self Assessment for Natural Disaster Response Preparedness
  • Help coordinate and organize  UNCT and IASC In-County Team emergency rapid assessments in the event of crisis.
  • Support the provision of consistent and coherent operational support and technical assistance to inter-agency disaster response mechanisms such as the UN Disaster Assessment and Coordination (UNDAC) Team.
  • Assist in the Development of IASC In-Country Team strategies for addressing humanitarian needs, such as Consolidated Appeals and Flash Appeals, as required. Contribute to the compilation and development of periodic reviews and updates of UN System appeals for emergency response in Mozambique.
  • Assist the RC/HC in the implementation of the IASC Cluster Leadership Framework in Mozambique, as required.
  • Contribute to the organization and development of post-crisis stocktaking and lessons learnt exercises on UNCT and IASC Team disaster preparedness and response efforts in Mozambique.
HIV at the work place:
  • To support the UN planning and implementation of a unified HIV and AIDs workplace programme.
  • To provide technical guidance and leadership to UN Cares Working group and Friends of UN PLUS.
  • To Lead the UN Cares group in the planning, preparation, implementation and coordination and monitoring of UN Cares activities in Mozambique, that will cover all 10 UN Minimum standards.
  • To lead the process of workplan elaboration, approval and implementation of UN Cares in Mozambique with the active involvement of UN relevant stakeholders,. To promote greater and meaningful involvement of people living with HIV within the UN agencies and support the establishment of UN PLUS chapter in Mozambique.
  • To network and share lessons learnt with Un Cares at global and regional level, including other partners, to exploit relevant recommendations for the Mozambican context.

Required Skills and Experience

Education:  
  • Masters degree in Political Science, Sociology, Law, International Relations, Public Health or related field.
Experience:  
  • 2 years of progressively responsible relevant professional experience in humanitarian affairs, emergency preparedness, disasters mitigation, emergency relief management, design and implementation of HIV and the work place programmes of other related areas. 
  • Experience working with UN agency will be an advantage.
Language Requirements:  
  • Fluency in Portuguese and English.
