Essential functions The Women Protection and Empowerment Program Coordinator will provide regular technical support and field-based monitoring visits to Women Protection and Empowerment teams working in Eastleigh, Dadaab, and Turkana to ensure that all interventions are technically sound, take into account international best practices, and are appropriately meeting the needs of survivors in target communities. The Women Protection and Empowerment Coordinator will be expected to spend at least 40% of their time in Dadaab supporting the Women Protection Empowerment programming. Program Quality 1. In collaboration with Women Protection and Empowerment program staff, the Technical Advisor and the Deputy Director, oversee WPE programming in Kenya through regular monitoring and evaluation 2. Ensure that ethical and sound data collection and information management systems are in place with associated information sharing protocols for Gender Based Violence analysis, planning, evaluation, and advocacy 3. Ensure regular communication with the Women’s Protection and Empowerment Technical Advisor based in the Headquarters Technical Unit and integrate technical unit priorities, where possible, in program design 4. Ensure effective team communication and support between team members based in Nairobi and the three field sites, including opportunities for debriefing and staff care 5. Provide guidance and technical support to sector-specific design and implementation through regular field visits.
Management 1. Manage field-based staff (including Gender Based Violence Managers and Officers) through regular feedback and contributing to their performance reviews 2. Assist with the recruitment of Gender Based Violence management-level staff, in coordination with HR and the Technical Unit 3. Ensure training and ongoing capacity building opportunities for staff on Gender Based Violence-related and project management skills 4. Focus on the eventual nationalization of management-level positions throughout the Gender Based Violence programs in Kenya 5. Assist in developing and overseeing program budgets to ensure an appropriate and efficient use of resources, and that IRC Gender Based Violence projects comply with internal and external requirements 6. Oversee strategic projects (determined by the country program) to ensure proper implementation and outputs are met, according to donor needs. 7. Support partnerships on Gender Based Violence programming with Local Non-Governmental Organsations
Program Development 1. Develop and implement a country sector strategic plan for Kenya, ensuring that program growth and start-up are in line with country strategic plans 2. Actively contribute to the broader strategic planning processes in Kenya, ensuring that Gender Based Violence interventions and related advocacy are taken into account 3. Participate in emergency response and emergency assessments, providing guidance and recommendations for new programs and initiatives that maximize safety for women and girls 4. Lead proposal development activities through planning and program design with relevant field-based staff, ensuring technical standards are taken into considering before submission 5. Coordinate with other IRC staff members implementing protection, health, and livelihood programs linked to Gender Based Violence to provide relevant input and support, whenever required.
Representation and Advocacy 1. Actively develop and maintain effective working relationships with key stakeholders in Nairobi, including donors, government actors, UN agencies (including UNHCR), international and local NGOs, and other relevant actors. 2. Develop strategic partnerships with local, Kenya-based organizations, wherever possible 3. Regularly attend Gender Based Violence sub-cluster meetings and feed in IRC priorities at Nairobi-level meetings 4. Upon request, organize and facilitate field visits for stakeholders interested in IRC Gender Based Violence programming in Kenya 5. Interact with the media and respond to media requests involving Gender Based Violence programming, when relevant and necessary 6. Ensure field concerns and challenges are brought to relevant Nairobi stakeholders to push for standards and procedures that systematize how Gender Based Violence is implemented and coordinated at the field level.
Requirements MA/S or equivalent in health (MPH), social science, humanities or other related degree At least five years of overseas experience, including substantial management experience in gender-based violence programming and at least 2 years experience in direct service provision for survivors of sexual violence and domestic violence Previous experience supervising and managing a multi-disciplinary team in a cross-cultural setting Previous experience in emergency preparedness and response, preferred Demonstrated experience in capacity building and mentoring of national and international staff Knowledge, skills and experience in participatory methods, community development and partnership Demonstrated leadership, communication, and facilitation skills Excellent interpersonal and problem-solving skills Good coordination and networking skills Other: Ability to live in high security environments Willingness to travel extensively throughout Kenya Excellent written and oral English skills Experience in grant management and proposal writing Excellent computer skills in programs such as: MS Word, Excel, Powerpoint.
