MAJOR ACCOUNTABILITIES
Planning
• Assist in the preparation and development of ICAP specific strategies/planning, processes and products by coordinating and tracking the development of various incubator workstreams in place for developing a range of cross cutting organizational response to priority issues
• Support the organizational-wide roll-out of knowledge management systems by cataloging and organizing documents and reports, and training end users on its use
• Assist with the planning, preparation and coordination of ICAP meetings related to potential new business opportunities
• Support the coordination of scoping studies (surveys, interviews) related to partnerships, new program areas and business opportunities. Assist with the research, review, capture and writing of key planning documents
• Maintain and manage a database of internal/external partners to ensure efficient, high quality communication and accurate recording of activities and events. Database of internal/external partners will be continuously assessed for potential funding opportunities as it relates to ICAP’s Strategies
Development Responsibilities:
• Maintain existing proposal coordination/management systems and process. Assist in the development of new management and coordination systems
• Monitor various external listserves, dashboards, development opportunity systems and databases. Extract and communicate relevant information with the Deputy Director for examining the potentiality of pursuing new business opportunities that are in-line with ICAP’s portfolio strategy
• Organize and prepare for new business development and “bid board” meetings
• Provide support and assistance to developing best practices for pre-proposal stage; help identify and coordinate with potential partners; adapt teaming and pre-teaming agreements; and identify consultants that support proposal submission
• Serve as primary point of contact for new business development tracking and coordination with partners for proposal development
• Contribute to internal task order management functions, including tracking reporting requirements and managing documentation. Maintain reports in an organized, catalogued manner in anticipation of internal and external audits
• Assist in organizing debriefs on proposals after they are lost or won and disseminate this information internally and with external partners
• Gather and analyze information related to all impending new business opportunities by reviewing and abstracting relevant information from Request for Proposals (RFP). Collect and compile information on the status of each procurement opportunity, including timing of RFP release, value, duration, and technical scope
• Identify, schedule and coordinate meetings with the clients, partners, consultants, potential hires, beneficiaries and others
Consultant Management:
• Help build and track pool of high-quality technical consultants available for pre-proposal and proposal writing, meeting planning and development of other strategic documents (e.g., Close-out reports, case studies, etc.)
• Facilitate development of scopes of work; processing of agreements and expense reports
EDUCATION
• Bachelor’s degree in public health, international relations, development studies or other social science fields
EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS
• 4+ years of experience in the area of development and project planning
• Demonstrated experience with PEPFAR and GHI programming
• Excellent analytical, organizational and computer skills; demonstrated experience working with culturally diverse staff
• Demonstrated negotiating, cultural sensitivity and diplomatic skills;
• Direct experience working in a role that required the conceptualization and conveyance of strategic vision from the spectrum of development to experience
• Demonstrated experience leveraging information technology, executive information systems, management techniques and tools for optimal office performance
• Strong interpersonal skills, flexibility and ability to handle multiple tasks and work independently and collaboratively in teams
• Excellent communication (oral and written) and presentation skills
• Good organizational, planning, goal-setting and prioritization skills
• Demonstrated experience interacting effectively with senior staff, external clients and stakeholders
EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS
• 3 years of progressively responsible experience in international program/project planning, management, and coordination
• 2 years of experience living and working in a developing country setting
• Familiarity with results-based program planning and management
TRAVEL REQUIREMENTS
• Requires no international travel
