The Open University of Tanzania (OUT) is a public university, established by the Act of Parliament No 17 of 1992. Since 1st January, 2007, the University has been operating under the OUT Charter of 2007, which is in line with the Universities Act No. 7 of 2005. The University Offers Certificates, Diplomas, Undergraduate and Postgraduate degrees programmes through Open and Distance Learning modes, which include broadcasting, telecasting, information and communication technologies (ICT), correspondence, enhanced face to face, seminars, contact programmes or the combination of any of these modes. The qualifications and duties for each of the above mentioned positions are as described below:
1.0 TUTORIAL ASSISTANT – (2 Posts)
Qualifications:
Possession of first degree with minimum of 3.8 GPA with excellent results in the subject area or equivalent.
Duties:
• Writing scripts for radio broadcasts, video and audio cassettes, various reports and papers,
• Supplementing existing study materials,
• Editing, reviewing and translating course materials,
• Providing support materials, guidance and counseling and other services to students,
• Helping to keep students’ records correspondence and other communications,
• Helping in general academic administration as will be asked of him by seniors,
• Doing any other task as may be prescribed by one’s reporting officer, Dean of the Faculty or Director of an Institute and/or the Deputy Vice Chancellor (Academic) from time to time.

2.0 ASSISTANT LECTURER- (3 Posts)
Qualifications:
Possession of a good Master’s Degree (B+ or above GPA 3.8 - 3.6) in a relevant discipline or equivalent after having attained a GPA of 3.8 and above at undergraduate level.
Duties:
As for Tutorial Assistant plus:
• Writing new study materials, scripts for radio broadcast, video and audio cassettes, various reports and papers,
• Adopting and/or supplementing existing materials
• Liaising with course writers, editors, reviewers, producers, artists, coordinators and other members of the course team
• From time revising course materials and audio programmes
• Giving public lecture, tutoring and leading academic discussions
• Setting and marking course assignments and/or tests, examinations supervision of field work, practicals and all other related academic activities
• Encouraging and motivating students to improve themselves academically
• Helping to identify and set up local study groups
• Conducting research work and disseminating research findings.
3.1 LECTURER - (1 Post)
Qualifications and Experience
Possession of a Ph.D degree in relevant fields or equivalent professional qualifications for non Ph.D to be considered or relevant publications.
Duties:
As for Assistant Lecturer/Research Fellow with added responsibilities, he/she will be required:
• To teach face to ace courses and lead seminars;
• To undertake individual research and participate in bigger multi-disciplinary research projects;
• To prepare manuals and case studies for training;
• To offer close supervision and guidance to students
• To manage undergraduate programmes
• To publish research results in recognized journal or electronic media.
• To undertake consultancy projects.
4.1 SENIOR LECTURER - (1 Post)
Qualifications and Experience
Possession of Ph.D. Degree with teaching/research experience of at least three years and have published in academically reknown journals whose weighting is equivalent to 8 points.
Duties:
As for Lecturers with added responsibilities, he/she should demonstrate the ability to head a Faculty, a Directorate, a Regional Centre, or a Department. In the case of Senior Research Fellows, they should be able to manage more research projects.
5.0 DIRECTOR OF HUMAN RESOURCES MANAGEMENT (1 Post)
Qualifications and Experience
Possession of Masters Degree in Human Resources Management, Public Administration, Sociology, Business Administration, Law or any other relevant field with a minimum of eight years of working experience, five years of which must be at high managerial position in a reputable Institution The applicant must be computer literate and should not be more than fifty (50) years of age.

Duties
• Responsible to the Deputy Vice Chancellor (Resources Management) for all matters related to human resources management of the University.
• Heads the Directorate of Human Resources Management.
• Provides professional advice to the University Management on all matters concerning strategic Human Resources Management.
• Develops and administers periodic performance and salary reviews.
• Organizes and directs staff compensation, development and staff relations in accordance with the approved policies.
• Develops and implements programmes and methods to document the University’s human resources Management policies and informs employees accordingly.
• Maintains staff discipline and ensures that justice is done.
• Oversees the administration of schemes of service, compensations and staff benefit schemes.
• Prepares annual personal emoluments budget proposals for the university for approval by relevant university organs
• Coordinates the performance appraisal systems for university staff.
• Develops effective HRM policies, plans and procedures for hiring, training, deployment, development and retention of staff.
NB: The appointment of Director of Human Resources Management is for an initial period of three years and is renewable based on performance following successful completion of a one year probation period.
6.0 SENIOR HUMAN RESOURCES MANAGEMENT OFFICER (1 Post)
Qualifications and Experience
Possession of Masters Degree in Human Resources Management, Public Administration, Business Administration, Sociology, Law or any other relevant field with at least five years working experience in a similar position. The applicant must be computer literate and should not be more than forty (40) years of age.
Duties
• Organizes and supervises supporting staff services including confirmation and promotion.
• Participates in preparation of policies governing work priorities.
• Counsels employees who present problems of attitude and or /performance.
• Recommends disciplinary action for staff.
• Recommends changes in classification of job positions.
• Prepares personal emoluments budget for the University.
• Prepares training needs and budgets.
• Prepares quarterly, half year, and annual training reports for the Directorate and University.
• Deals with staff allocation.
• Participates in performance appraisals of staff
• Performs any other related duties as be assigned by his/her supervisor
