VSO is an international non-governmental development organisation that works through volunteers to fight global poverty and justice. Our programmes in Rwanda focus on education, disability, HIV/AIDS and gender.
VSO Rwanda is looking to recruit a proactive and highly skilled Rwandan Finance Officer to provide Finance support to the Programme; this includes staff, volunteers, all partners and any other VSO stake holder. Keys responsibilities will include:
• Timely payment of all approved invoices according to approved procedures (Payment to suppliers, volunteers, security guards, partners and staff)
• Prompt response to and processing of financial queries from staff, volunteers, suppliers and partners.
• Manage all aspects of payroll, including monthly and annual calculations, taxation payments, allowances etc
• Accurate reporting and payment of statutory and regulatory obligations (CSR, RRA)
• With support from Finance Manager do cash forecast to ensure sufficient liquidity at all times in all VSO bank account
• Prepare monthly and annual accounts for submission to the VSO UK and update the accounting system with payments made in London on behalf of VSO Rwanda
• Accountability for financial resources through sound reporting and regular reconciliation of cash and bank accounts
• Accurate and timely input of financial data to ensure sound financial reporting and management
• With support from Finance Manager, prepare monthly and annual accounts for submission to the VSO UK
• Maintain an organised an effective financial filing system for all Finance documents including vouchers
• Produce grant SUN report as per Programme Manager’s or Country Director’s request
• Manage loan and advance payments to staff and individual volunteers.
You will need to have a degree and or professional certificate/CPA accounting or Business Administration with minimum two years working experience, be able to use SUN account system. Excellent interpersonal and planning skills are essential along with the capacity to work as an effective team player. Self-motivated, with attention to detail and pro-active, you will need strong communication skills (fluent in English, French and Kinyarwanda) and ability to prioritise in order to deliver high quality work on time.
