| Division Context The Policy and Technical Advisory Division (PTA), Programme Management Department (PMD), has two principal functions (a) learning and knowledge, and (b) quality assurance of IFAD programmes. The aim of the first function is to contribute to IFAD¿s learning, networking and innovation capacity ¿ especially by learning from our development experiences across geographical regions and by networking with external knowledge sources. The second function aims at quality enhancement in programme design and implementation of loans and grants. |
| Duties and Responsibilities Under the supervision of the Senior Technical Adviser Water and in tandem with Country Programme Managers and in-country staff, work closely Land and Water Desk Staff and with other Technical Advisors in order to: - Strengthen the results-based service performance of PTA/PMD, with a special focus on:
- Developing Agricultural and Rural Water elements of IFAD¿s portfolio
- Strengthen integrated land and water agendas as appropriate
- Researching water issues in Quality Enhancement (QE)
- Exploring further partnering on water issues with national and international private sector, bi- and multilaterals, IFIs, and research/resource centers of excellence.
- Undertake background research for and contribute to IFAD water policy/position paper inputs for events of international importance and scope
- Assist in strengthening the Water for Food Community of Practice and scouting for agricultural and rural water `best practices¿, scaling up and innovations, including support to knowledge management (KM) and the water grants research and development programme
- Assist in rendering and mobilizing appropriate water expertise and technical backstopping to IFAD and partner country operations (primarily in Africa and Asia)
- Additional tasks (consistent with her/his background and qualifications) may be required by the supervisor.

| Education and Experience - Minimum Masters Degree in subject related to Agriculture, Rural Water Development, Engineering, Geography or Rural Development; preferably a PhD in a related field.
- Up to a 4 years of relevant working experience is preferred (including internships and voluntary work).
- Some working experience on rural development issues in IFAD borrower countries would be an advantage.
