Job Summary
Under the general supervision of the Deputy Project Director, Technical in the Facilities Management Division (FMD) of the Technology and General Services Department (TGS), has overall direct responsibility for managing and supervising all major construction activities that are the responsibility of the HQ1 Renewal Program.
Duties and Responsibilities
- Participates actively with the Deputy Project Director, Technical and provides substantive input to HQ1 Renewal Program planning and goal setting. Plans, establishes objectives, organizes, and evaluates the work of the Construction team. Determines priorities, allocates work based on budgeted resources, and satisfies demands with constrained resources.
- Leads the construction effort to ensure that IMF concerns are addressed, IMF renovation desires are integrated, and proper communication of the strategy to concerned stakeholders takes place. Ensures that the project goals, objectives, and visions are achieved.
- Directly manages the General Contractor and ensures that contract milestones and terms and conditions are met, on or below budget, on or ahead of schedule and to the approved quality level. Also ensures that the construction team fulfills its contractual requirements for QC/QA and that all punch list items are completed in a timely manner.
- Ensures the completion of key objectives through the efficient control of expenditures.
- Directs and coordinates project implementation approach with all team members and consultants to optimize efficiency and minimize project risk and adverse schedule variance. Monitors adherence to design performance and takes appropriate action to provide feedback on both positive and negative performance to the Deputy Project Director, Technical.
- Supports the Deputy Project Director (Technical) in the mission to design, construct and turn over a fully functioning, code compliant, high performance facility to support the mission of the IMF. Specific duties include
- Influences decisions on important operational and personnel matters. Communicates with outside organizations regarding the Fund's operations and policies, analyzes complex issues and distills information into usable form, and responds quickly to external reactions, perceptions, and events. Plays a key role in the development and implementation of policies, methodologies, and standards in the area of project management. Briefs senior staff on issues related to the HQ1 project.
- Directly manages sustainability efforts in the construction of the project, ensuring that sustainability goals are being met for the project (LEED Gold and LEED Platinum O&M) through careful review and monitoring of the construction project. Alerts the Deputy Project Director and others as appropriate when expectations are not being met and works with the Design Project Director, Technical to suggest mitigation strategies.
- Oversees and tracks all aspects of the construction project, from pre-design, through post construction/warranty as it relates to constructability, occupancy, quality control, staffing, budget monitoring, and performance.
- Ensures that the actions of the GC are in compliance with approved work plans and communications, and result in the minimum disruption to operations and inconvenience to the occupants of HQ1 (and HQ2 as required). Uses resources including the O&M liaison and the EHS Coordinator to ensure that activities that interface with occupants are planned, communicated and executed in compliance with approved safety requirements.
- Oversees all construction interfaces with tenants to ensure that areas such as lay down areas, pathways through construction, signage, permits, notifications, and real and perceived safety concerns are quickly addressed, documented, and properly communicated.
- Ensures that all health, safety and environmental design requirements have been incorporated in the construction of the HQ1 Renewal project.
- Participates and assists in contract negotiations with contractors and consultants as required.
- With the Design Project Manager, takes necessary actions to ensure that documentation, training and attic stock is transitioned to FMD Operations and Maintenance Staff, manages the direct oversight of field staff to ensure compliance with all applicable standards and conformity with the original design documents and tracks and reports on all General Contractor, Subcontractors, and Suppliers. Verifies compliance with document design scopes, timeline, qualitative standards, and financial constraints.
Qualifications
Candidates should meet the following criteria:
- Educational development, typically acquired by the completion of a relevant advanced university degree, supplemented by a minimum of eleven years of work experience in Real Estate, Facilities or Design and Construction field, or equivalent; or a bachelor's degree, supplemented by a minimum of seventeen years of relevant professional experience in Real Estate, Facilities or Design and Construction field, is required.
- Demonstrable project management/organizational skills/attributes, and strong written and oral communication skills and experience in similar project scope as defined above.
- Thorough knowledge and understanding of local design and building construction/renovation processes.
- Ability to work well in a team environment with individuals in a multi-cultural environment.
- Have a working knowledge of construction management software and information management technologies.
