To manage the ACF-USA mission's food security and livelihoods programme
Specific objectives:
* To manage food security and livelihoods activities according to ACF strategy and technical protocols
* To collaborate with local authorities and partner agencies
* To coordinate within ACF team
* To record and report on progress of programme activities
Activities:
To manage food security and livelihoods activities according to ACF strategy and technical protocols
* Ensure ACF technical protocols are respected and followed in the various programmes
* Responsible for ensuring that the timeframe and schedule of activities is respected and maintained.
* Responsible for staff recruitment, training, performance monitoring and management
* To ensure regular follow up of the programme budget and financial planning for the resources allocated to the project including the preparation of monthly cash forecasts.
* To prepare monthly movement planning for FSL programme teams.
* To evaluate the impact of programmes through regular field visits, data collection and reports.
* Capitalization of FSL activities being carried out.
* To contribute in the preparation of concept papers and proposals for FSL activities.
* To identify the training needs of the field staff in collaboration with the FSL Coordo
To collaborate with local authorities and partner agencies:
* To collaborate with local authorities and community for the acceptance of programmes and activities
* To liaise with local authorities and MoA personnel regularly and giving them updates on activities.
* To collaborate with the potential partners in the field (local CBOs, farmers groups/associations, local committees) to improve the coverage and the efficiency of ACF the programmes ,
* To collaborate with the FSL NGOs running programmes in the same operational area.
* To establish and oversee links with other facilities and programmes in the area where appropriate.
* Collaborate with partners where possible (i.e. FAO/WFP/IOM/MoA) for assessments in the area that may have an impact on programmes
* Participate in humanitarian coordination and cluster meetings at the County and State Levels where possible and necessary, in collaboration with the FSL Coordo.
* Attendance and participation in the quarterly Livelihoods Analysis Forum when possible.
To coordinate within ACF team:
* Collaborate and communicate with other ACF programme managers (water/sanitation, nutrition, health education) to ensure harmonization of activities according to ACF mission strategy for the country
* Collaborate with the FSL Coordinator, Head of Base (HoB), Country Director (CD), national staff and any other ACF resource people in order to ensure the coherence of ACF food security and livelihoods activities and reports.
* Follow up of the logistics requirements of food and input distributions with the Logistics Department and in collaboration with the FSL Coordinator.
* To closely share programme information and strategies with health education and nutrition surveillance, nutrition treatment and WASH departments to ensure integration on activities as much as possible.
* Participation in the programme strategy, narrative and financial project proposals and reporting, in collaboration with FSLCo/Log/Admin/HOB/CD.
* Informing/updating the FSL Co on FSL activities on a regular basis.
Reporting:
* Participate in preparing FSL reports for external release, which are validated by FSL Coordo and Technical Advisor, and disseminated to the partners accordingly.
* In coordination with the FSL Coordo, to co-facilitate trainings and prepare training reports.
* Monthly technical report to be sent to FSL Coordo
* Monthly activity report to be sent to FSL Coordo including the achievements of the team for the past month and objectives for the following month.
* Donor reports: quarterly/interim and final reports to be sent to the FSL Coordo.
* Participate in writing narratives and budget proposals for new projects and funding under the direction of the FSL Coordo.
* End of mission and handover report to be sent to FSL Coordo before end of mission.
* Responsible for monthly partner reports (FAO) to be sent to FSL Coordo.
* Ensure regular update and quality of data entry of FSL statistics database.
Education / specific degree / special skills:
* Min. bachelor’s degree in agriculture, economics, international development, sociology or related studies.
* Good writing and analytical skills.
* Good management and representation competencies.
* Experience with agriculture and/or livelihoods programming.
* Experience in developing world context (post conflict areas experience is advantage)
* Excellent communication and interpersonal skills
* Excellent influencing and negotiation skillsFamiliarity with ACF and acceptance of ACF’s principles.
* Familiarity with donors and donor procedures (Reporting, Proposal and Budget Writing)
* Demonstrated experience managing a project budget.
