Duty Station: BMAF Head Office, Dar Es Salaam
Overall Purpose of the Job: Leads Human Resources practices and objectives that will provide an employee-oriented, high performance culture that emphasizes empowerment, quality, productivity and standards, goal attainment, recruitment and ongoing development of a superior workforce; and manages the overall daily office operations, implements organizational strategies and policies and plans the use of materials and human resources.
Duties and Responsibilities:
Compensation
- Establishes the company wage and salary structure, pay policies, and oversees the variable pay systems within the company including bonuses and raises.
- Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
- Monitors all pay practices and systems for effectiveness and cost containment.
Benefits
1. With the assistance of the FM, obtains cost effective, employee serving benefits; monitors national benefits environment for options and cost savings.
2. Leads the development, execution, review and communication of staff benefit and social welfare scheme.
3. Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
Policies
- Leads company compliance with all existing governmental and labor Laws and Regulations to avoid company exposure to lawsuits s.
- Directs and coordinate preparation of all information requested or required for compliance with laws.. Serves as the primary contact with the company attorney and outside government agencies.
- Protects the interests of employees and the company in accordance with company Human Resources policies and governmental laws and regulations.
- Develop and execute the institutional (HQ & Field offices) HR and Administration sub policies, regulation and manual.
Organization Development
- Designs, directs, and manages a company-wide process of organization development that addresses succession planning, superior workforce development, key employee retention, organization design, and change management.
- Manages employee communication and feedback through avenues as organizational meetings, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings, and Intranet use.
- Directs a process of organizational planning that evaluates organizational structure, job design, and personnel forecasting throughout the institution
- Develop and monitor an employee-oriented organizational culture that emphasizes quality, continuous improvement, high performance and promotes employee satisfaction.
- Manages the Foundation’s -wide committees including the wellness, training, environmental health and safety, activity, and culture and communications committees.
- Keeps the CEO and the SMT informed of significant HR and administration challenges that jeopardize the achievement of organizational goals, and those that are not being addressed adequately at the management level.
Administrative Functions
- Office management: Provide an oversight role to the Procurement and Administration Manager in managing the overall daily office operations, negotiates contracts, manages vendor relationships serves as primary liaison to building landlord and oversees office operating procedures.
- Technology: oversees network administration, manages phone system and helps evaluate information systems.
- Finance: develops and manages budget for all administrative departments, reviews operating costs and suggests cost-saving measures.
The Human Resources Director assumes other responsibilities as assigned by the CEO.
Position requirements:
- Minimum of a Masters Degree or equivalent in Human Resources, Corporate Management, Organization Development.
- 7 years and above of progressive leadership experience in Human Resources positions.
- Specialized skills and experience in Tanzanian employment law, compensation and performance management system.
- Previous experience with managing staff, negotiating agreements, financial management and managing vendor relationships.
- Command in oral and written communication skills in both Swahili and English.
- Demonstrated ability to lead and develop Human Resources staff members.
- Demonstrated ability to serve as a successful participant on the executive management team.
- Excellent computer skills in a Microsoft Office Tools and skills in HR and payroll software .
- Evidence of the practice of a high level of confidentiality.
