Department: Finance and Grants
Duty Station: BMAF Head Office, Dar Es Salaam
Overall Purpose of the Job: To provide overall leadership in strategic planning & budgeting, management of all financial resources including grants and control utilization of funds to achieve the objectives of the Foundation
Duties and Responsibilities
1) Short and Long Term BMAF Strategic plans
- Coordinate the preparation of annual operational budget, quality check the departmental annual budgets ,
- Compile an annual organizational budget for presentation to the management team and Board
- Develop corporate budget consistent with the Foundations’ strategic goals and funding projections
- Identify opportunities and solutions for managing short-term and long-term investments to maximize capital earning potential
2) Financial Policies and Procedures
- Develop and/or review policies, guidelines and procedures to safeguard the financial & physical resources of the Foundation
- Issue financial guidelines to mitigate risks of financial loss, as deemed necessary
- Ensure adherence to finance policies, procedures and systems for Foundation
3) Utilization of Budget
1. Review and recommend for accounting officer’s approval budgets before entering into the accounting systems
2. Facilitate staff with accessing financial information necessary for monitoring specific grants and project budgets.
3. Manage, track and monitor financial expenditures, and ensuing that financial spending is in line with the Foundation’s budget
4) Financial Systems & Control
- Develop procedures for managing and improving the overall financial systems of the foundation
- Oversee financial and accounting systems controls and procedures
- Refinement and oversight of system for prompt and efficient financial reporting
- Review and maintain a strong system of internal controls to ensure the accurate reporting of transactions as well as the safeguarding of Foundation’s assets.
- In consultation with Senior Management Team address audit requirements and other legal requirement, and monitor compliance
5) Financial Reports
- Ensure timely and efficient reporting on Foundation spending and income,
- Oversee audit and tax functions
6) Communication with sponsors/donor
- To review and develop communication package of Financial reports and present to local and international sponsors/donors
- To assist the CEO in preparing negotiations with sponsors/donors
- To present financial plans, reports and any other proposal to sponsors/donors
7) Subordinate Effectiveness
- Supervise the Finance Manager on the accounting aspects of the Department
- Supervise the Grants Manager on the aspects of managing the process of disbursing and accounting for grants to students, tutors & institutions
- Evaluate performance of direct reports and develop through coaching and other means the skills of direct reports
- Motivate the Finance & Grants team to increase productivity
Position requirements:
- Masters degree plus professional qualification and accreditation in accounting and finance management
- Over 7 years experience in financial, accounting and grants management
- Experience of managing donor supported projects such as Global Fund, USAID and others is an added advantage
- Sound knowledge in Microsoft Office Tool and Computerized Financial Systems /Software application
