Position Title: Compensation and Benefit Officer
Reports to: Program Manager – Health Workforce Management
Department: Programs
Duty Station: BMAF Head Office, Dar Es Salaam
Overall Purpose of the Job: To manage the entire process of compensating the Programme health workforce through provision of excellent personnel management (contracts management, documentation, benefits administration, responding to queries, escalating / resolving complaints) and preparing input for payroll
Duties and Responsibilities
Employment contracts execution
- Review contracts of employment for the deployed health workers and tutors including the benefit structure.
- Obtain, verify and keep all the employment required certification and documentations to support eligibility for various benefits
- Facilitate reallocation and repatriation benefit for the recruited health workers and tutors
- Develop, maintain and update contract data base for the deployed health workers and tutors.
- Write and submit report on candidates who decline placement including reasons for not wanting to execute their Employment Contracts
Monthly Payroll Input
- Liaise with FCU staff to confirm the list of placed Health workers by 10th of each month and submit the confirmed list to PM-HRM for review and approval
- Submit the confirmed list to Assistant Accountant – Payroll Admin by 15th of each month
- Develop ,maintain and update approved staff salary & benefit list for the recruited health workers and tutor
Monitor Payroll preparation
- Liaise with the Assistant Accountant Payroll Admin in checking and verifying all entries
- Monitor actual transfer of funds to employees’ bank account
- Respond to queries and/or complaints from HRH employees
- Escalate problems to PM-HRM (only issues not resolvable the PO level)
Personnel Management Coordination
- Liaise with district councils in managing the placed personnel in their respective location
- Manage incentive package as per BMAF guidelines and/or donor
- Liaise with PO-Capacity Building on all matters related to training, attachment and study exchange programs
- Develop and in collaboration with the field program assistant implement staff monitoring tool at the duty stations (eg leave rosters, time sheets.)
- Manage staff social welfare benefits of the recruited staff as stipulated to the employment contracts (leave,medical,dealth episode& other entitled allowances
Periodic Reports
- Prepare periodic report (monthly,quarterly,semi-annual and annual) on all issues pertaining to personnel management, including retention activities
Position Requirement:
- First Degree in HR Management
- Demonstrated experience of 3-5 years in managing and monitoring staff utilization, welfare and benefits schemes.
- Demonstrated experience in Labour and Employment Law and Regulations and Contract Management
- Sound computer skills in a Microsoft Windows environment. Must include Excel and skills in HR database management and payroll package.
