The CGIAR Fund is a new multi-donor funding mechanism designed to provide strategic financing to Mega Programs implemented by the Centers. The Fund is being established as a new trust fund at the World Bank with the Bank in a limited trustee role.
The CGIAR Fund aims to facilitate harmonization of donor support by providing a single entry point for financing CGIAR programs and institutions. The Fund Council (FC) is the Fund’s decision-making body. In addition, donors to the Fund join donors providing direct funding to CGIAR Centers at a biennial Funders Forum. The Fund Office (FO) is the principal support unit to the Fund Council and the Funders Forum. Organizationally, the Fund Office is a part of the Sustainable Development Network (SDN) Anchor which provides support and offers advice and guidance to teams working on sustainable development in the following sectors:
Agriculture/Rural Development, Energy, Transport, Water, Environment, Urban Development, Social Development, and Infrastructure. The Fund Office reports to the SDN vice-president, who also serves as Chair of the Fund Council and co-chair of the Funders Forum. The Fund Office operates under the World Bank policies and procedures. The Executive Secretary of the Fund Council is also the head of and manages the Fund Office.
The responsibilities of the Fund Office will be as described in the CGIAR Fund Governance Framework to be adopted by the Fund Council. These include mainly: (1) providing support to the Fund Council and its Chair in the conduct of the Council’s business, including organizing Fund Council meetings, drafting background notes and papers, mobilizing resources for the CGIAR, managing relations with Fund Donors, and following-up the implementation of Fund Council decisions; (2) providing support to the Funders Forum and its Chair in organizing and backstopping the Funders Forum; (3) serving as the key Fund Council liaison with the Trustee, the Consortium, the Independent Science and Partnership Council, the Independent Evaluation Arrangement and other CGIAR units; and (4) serving as the focal contact of the Fund Council on a day to day basis and coordinating the communications of the CGIAR Fund.
• Masters or Bachelors degree (Communications, International Relations/Public Affairs, Journalism or other discipline relevant to International Agriculture Research for Development) plus a minimum of 5 years (Masters) or 10 years (Bachelors) of relevant experience.
• Thorough knowledge of and practical experience in applying a wide range of communications approaches, tools and methodologies essential to planning, executing, and monitoring effective communication strategies.
• Proven ability to plan and successfully implement a comprehensive outcome-oriented communications program in support of defined objectives, including development and implementation of monitoring and evaluation systems.
• Ability to identify communications-related opportunities and risks in an international environment.
• Demonstrated ability to work and deliver under pressure and tight deadlines.
• Exceptional communication skills and strong writing skills. Proven ability to think strategically and rapidly analyze diverse information from varied sources.
• Ability to juggle multiple functions, including: social media, marketing, media relations, and project management.
• Experience using new media to stimulate conversations with stakeholders and create behavioral change. Comfort with and continuous curiosity for latest technologies.
• Strong interpersonal skills with a demonstrated ability to nurture and maintain stakeholder communications and client relationships.
• Proven ability in team-work in a multi-cultural environment.
• Experience with communications in technical areas (e.g. agriculture, natural resource management, environment, forestry, applied science, etc) and current knowledge of international agricultural research organizations would be an advantage.
