KEY PRIORITIES
- Monitoring, Evaluation & Learning (MEL)
- Ensure appropriate systems, indicators and tools are in place to enable all programmes meet national strategy and donor requirements, for results monitoring, outcome and impact measurement
- Work closely with the Programmes Management Unit to ensure all programmes are delivered in line with the standards of Restless Development Programme Quality Compendium.
- Build capacity and ensure understanding of staff and volunteers in correctly implementing MEL systems and utilise MEL data to inform programme implementation and development.
- Provide accurate and timely data to facilitate effective oversight and organisational decision making for the Programmes Management Unit and the Management Team
- Manage independent and external evaluations – such as baseline, mid-line and end-line evaluations and surveys – including design, budgeting, data collection and analysis and report writing.
- Support fundraising for our research and evaluation agenda through report and proposal writing, logistical framework and concept development, research, and partner meetings.
- Support the Programmes Unit to appropriately format and disseminate programmes result and impact to programme stakeholders (including beneficiaries) at national, and district levels.
- Support the Fundraising Unit to appropriately report our results and impact to donors.
- Lead end-to-end research studies as and when required.
- Draw on your own knowledge, networks, and best-practice approaches to innovate the way in which programme effectiveness is measured.
- Unit Leadership
- Develop, implement and review MEL unit plan in line with the organisational strategy and business plan
- Provide performance management and support to your direct reports ensuring they drive performance and results and work as a high performing members of the MEL Team
- Manage MEL Unit priorities through the development and regular review of operational plans, implementation calendars and annual budgets.

- Agency planning and performance
- With the programmes management unit, lead the programmes component of strategic planning and annual reviews
- Support the Core Management Team to plan and implement evaluations of non-programme issues and systems (e.g. cost effectiveness, volunteer safety).
- Build and manage systems for sharing and learning across the organisation – both within Tanzania and with other Restless Development offices.

SKILLS AND EXPERIENCE
Essential
level degree in relevant field of study, or equivalent work experience.

Written and spoken fluency in English and Swahili.
Excellent IT skills, ideally with experience of using Stata, Nvivo and other packages
