CONSULTANCY CALL FOR EXPRESSION OF INTEREST
Title: Médecins du Monde, TANZANIA, Dar Es Salam, Harm Reduction Program, Final Evaluation
1) Context
Médecins du Monde (MdM) is an international solidarity association which has a mission to cure the most vulnerable populations who are living in situations of crisis and exclusion throughout France and the world.
Brief presentation of the project
MdM has been present in Tanzania since 1992. Between 1992 and 2010, MdM has focused on fighting HIV-transmission among the general population and supported the access to testing, treatment and care at the primary health care (PHC) level in partnership with the Ministry of Health and Social Welfare (MoHSW), District Health teams and local NGOs in the rural Region of Bukoba. After 17 years of activities, the HIV prevalence decreased in this region to 4.7% (UNGASS report 2009) and MdM decided to address the new challenges in the area of HIV/AIDS policy and programming in Tanzania and East Africa: the raising HIV prevalence among most at risk populations and especially people who use drugs (PWUD) in urban areas.
In 2010 MdM launched the first Sub-Saharan African Harm Reduction programme in Dar es Salaam, in partnership with the Ministry of Health and Social Welfare, the Municipality of Temeke, Poverty Fighters and Tayohag (both CBOs working in Temeke District). In the course of the program the partnership has been extended to include other CBOs as well. The main goal of this program is to contribute to the mitigation of HIV transmission and HIV/AIDS-associated morbidity and mortality among people who use drugs in partnership with Tanzanian stakeholders. MdM has started the 1st needle exchange programme in Tanzania and has since been enlarging the range of available HR services in the country, namely syringe distribution, voluntary counselling, medical referral system, psycho-social support etc. The programme also includes capacity building activities through a training and resources centre (TRC) providing training to national NGOs, health care facilities, police, and religious and administrative leaders. Furthermore MdM develops advocacy actions at local, national regional and international level to promote harm reduction in Tanzania and more generally in Africa. Finally, MdM promotes the empowerment of people who use drugs, especially of women who use drugs (WWUD).
2) Objectives of the consultancy
Objective of the consultancy mission
MdM, in the framework of this project, is looking for (a) consultant(s) to
- Determine whether the MdM intervention achieve its intended program outputs and outcomes is addressing the 4 evaluation criteria, efficiency, partnership, sustainability and replicability, gender. Analysing the strengths and weaknesses of the MdM intervention
- Determine the efficiency and effectiveness of the harm reduction models adopted in MdM Tanzania program and describe the key principles, approaches of the model.
- Propose recommendations for future programme strategic orientations, in particular in regards to a possible scale up of the program
The maximum total budget available for this consultancy is contained between 15 000 and 18 000 EUR.
MdM will offer accommodation and transport in country.
MdM will not cover insurance costs, international travel and visa.
3) Sought after profile
We require the following from the candidate research consultancy firms or individual consultants:
- A good experience in evaluation of programmes
- Strong experiences in harm reduction programming - preferably acquired in a developing country context.
- In-depth knowledge and understanding of the Sub Sahara African context
- Fluent command of English.
- Good writing skills.
