JOB DESCRIPTION
REQUIRED POST:                     SENIOR PROGRAM ACCOUNTANT
LOCATION:                               DAR ES SALAAM TRCS HQ
REPORTS TO:                            DIRECTOR OF FINANCE
PROJECT END:                          ONE YEAR PROGRAM
Major responsibilities:
Senior LIFE program accountant should perform complex accounting activities and financial analyses of the LIFE program.
His/her day-to-day responsibilities include:
Analyzing complex LIFE program financial reports and records
Making recommendations based on analysis and status of reserves, assets and expenditures
Reviewing journal entries of junior accountants to ensure accuracy
Training and mentoring junior staff
Performing variance analyses and preparing account reconciliations
Assisting with financial and tax audits: utilizing hands-on accounting experience and an in-depth understanding of accounting principles and program practices
Documenting and monitoring internal controls in support of auditing team
Coordinating more complex accounting projects and initiatives with other members of the accounting and finance team or with other departments
Senior program accountant should work closely with Program accountant and liaise between junior accountants and accounting managers and directors, serving to enforce and monitor compliance with Tanzania Red Cross Society -wide accounting policies and procedures
Facilitates timely payments of LIFE staff salaries, CHBCP allowances and regional working advances.
Essential skills for senior accountants:
Should acquire a bachelor degree in accounting most preferable CPA and three years working experience in health programs
M- Pesa payments system experience is an added advantage
Highly detail-oriented and organized
Ability to meet a constant stream of deadlines
Proven ability to work both independently and collaboratively with different levels of employees
Superior analytical and problem-solving skills
The ability to plan and strategize at a senior level
A persuasive and confident approach to creative projects
Excellent written and oral communication skills
Effective team management capabilities
A keen attention to detail and budgetary restraints
The willingness to note relevant trends and develop ideas
The ability to work as an authoritative figure in a busy team
A senior program accountant, professionals must demonstrate expert knowledge of accounting principles and familiarity accounting software and programs, as well as an ability to grasp Tanzania Red cross financial policies and protocols.

REQUIRED POST: MONITORING AND EVALUATION OFFICER

PERIOD OF PROGRAM: ONE YEAR
Job Purpose:
The Monitoring and evaluation (M&E) Officer is responsible for developing, implementing and continuously monitoring the LIFE program plans and system for gathering, reporting and analyzing performance indicators/data. The M&E officer works closely with the field staffs Regional and District coordinators of LIFE program, LIFE program Manager, NACP, EGPAF, Pathfinder International, CHMTs MOHSW and other partners to ensure that the performance- monitoring plans are feasible, appropriate and capture adequate scope of PEPFER and  EGPAF funded LIFE program.
In collaboration with other M&E program officers will be responsible for project indicator monitoring, ensuring monitoring tools are revised and program staff and implementing partners are properly trained to use them. She/he will continuously advise the program manager on status towards achieving set targets.
Key responsibilities
He /She will be focal person in terms of M&E for HBC-LIFE Program and data feedback to TRCS Training and capacity building:
Site staff on the use of M & E tools, QI, data entry, data cleaning and back up;
Build capacity of RHMT and CHMT in maintaining quality during data entry, collection and recording, reporting and use of data
Participate in planning and selection of qualified consultants for M&E related work and critically assess consultant reports and other deliverables
Develop and implement programs of district level performance monitoring plans, including identification of performance indicators, reporting systems, and M&E  systems
Receive reports from partners and field office, analyze, and consolidate into a single quarter report. Participate in the preparation of LIFE program quarterly and annual service reports,
He /She will be responsible to timely and accurate reporting preparation of LIFE Program areas.
He /She will ensure coordination between LIFE Program and CHMT and RHMT in implementation of timely and accurate reporting of key program indicators and national indicators.
To assure that data entry in the LIFE PROGRAM is done timely, accurate and complete, in collaboration and supporting other field staffs who are involved in the same activity.
To produce several standard reports from the LIFE PROGRAM for use in decision making and dissemination to lesson learnt as well as program performance to different stakeholders.
Work closely with technical staff to support quality improvement activities:
Key competence
Masters level degree (MS or MPH) in demography, statistics or management information systems with minimum of three years experience in Monitoring and evaluation in health programs.
Through knowledge of HIV/AIDS  and reproductive health issues, home based care
Experience in graphics, presentation (word) and spread sheet (excel) skills required
Experience with PEPFER reporting systems

TITTLE:                   PROGRAM MANAGER

KEY RESPONSIBILITIES
1. Provide team leadership for the overall oversight and supervision of HBC and COMMUNITY care and support.
2.   Supervise the recruitment and management of HBC and COMMUNITY care and any other project staff as well as functional or program support. Ensures standards are followed in the interviewing, hiring, employment termination and evaluation of all project staff.

3.  Ensures to select individuals who have commitment to the core values of LIFE project. Ensures that new staff is given appropriate orientation and training on Community HBC-LIFE program, COMMUNITY support and care standards.

3. Ensure that National standards, policies and guidelines on HBC and COMMUNITY care and support are understood by the responsible staff and adhered to.

4. Collaborate and network with district government departments of Social Welfare, Health, DMO, DACC’s office and others in such a way that LIFE plans are incorporated into the District plans.

5. Ensure optimal quality of LIFE program, network with other stakeholders (NGOs, CBOs, FBOs and Government) to broaden public understanding of LIFE interventions while seeking to learn information and share approaches with others.  Presents and defends LIFE plans to various government officials, and partner agencies.

6. Establish effective networks and partnerships with other institutions and organizations within the District with interventions that complement and enhance LIFE program.  

7.   In collaboration with the Project Accountant manage and monitor the project budget and ensure that all project assets are appropriately utilized and maintained as per LIFE policies and procedures.
8. Ensure project adheres to LIFE reporting requirements and that project reports and documents are submitted in a timely fashion. Supervise the preparation of and ensures high quality of annual, semi-annual, quarterly, and monthly management reports, and other reports as needed by the relevant stakeholders.
10. Provide supportive supervision and mentoring to the project staff.  Towards this end, ensure that staff appropriately utilizes the opportunities that arise to develop their knowledge and skills.
11. Perform any other task assigned to her / him within the context of the evolving needs of LIFE Program.
Key Qualifications and competences
1. Bachelor degree in any social science and community subject, statistics or management information systems with a minimum of three years’ experience in managing HIV/AIDS health programs.  Master’s degree is an added advantage.
2. Thorough knowledge of   HIV AIDS and reproductive health issues, Home based testing and counseling related to effective M&E knowledge of Tanzania public sector, including CBO, FBOs and NGOs.
3. Excellent word-processing (word) and spread sheet (excel) skills required.
4. Experience in presentation software and statistical analysis software desirable.
5. Demonstrate excellent written and oral English communication Skills.
6. High ability in  writing proposals, budgets,  program  documents, and reports
