COMMUNICATIONS ADVISOR

Job Summary
The Accountant is responsible to perform and implement all head office accounting activities including cash management, entering financial data in the system, make payment based on completely compliant documents, execute statutory payments and proper filing of financial documents. She/he ensures the implementation of CARE and donor rules and regulations in finance and procurement procedures are strictly observed.

This position requires an accountant with strong qualifications and experience in the field of Accounting and Administration; a person who can work under minimal supervision; work under strict deadlines; can work independently with supportive supervision; and who demonstrates high professional integrity, is result oriented, creative, efficient and effective.

Key Responsibilities and Tasks

Job Responsibility #1: Accounting 45% of time

Critical review of financial documents for compliance and accuracy before affecting payment
Facilitate fund disbursement to staff, vendors, consultants, sub grantees and expenses recording
Facilitate cash transfer to other CARE Tanzania Program offices.
Replenish petty cash
Upload voucher spreadsheets (disconnected users)
Review match errors and route to appropriate party.
Review unposted vouchers and inform concerned approvers for their immediate action.


Job Responsibility # 2: Finance                                                                                               40% of time

Supervise proper management of financial documentation and files. That include as well stamp “PAID” all paid financial documents before being securely filed
Follow-up and inform staff members for any outstanding travel advances for the timely liquidation
Process prepaid expenses and accruals and ensure that proper coding is done.
Process liquidations from staff and sub grantees and ensure that proper application is done.
Process receipts from staffs and sub grantees and ensure that proper coding and application is done.
Responsible for bank activities such as cash withdrawal, bank statements and deposit of unspent cash
Responsible to ensure that payment tracking sheet is filled accordingly.
Responsible to ensure that checklist register for bank confirmation is timely, properly and accurately filled.
Prepare monthly bank reconciliations for Dar es Salaam CARE based accounts;
Prepares special financial reports by collecting, analyzing, and summarizing account information and trends.
Maintains customer confidence and protects operations by keeping financial information confidential

Job Responsibility #3:  Management of Audit Requirements                              10% of time

Pre-audits, verifies, and processes employee expense claims reviewing rules for employee compliance;
Provide documents and information for audit purposes as required

Qualifications (Know-How)

Education/Training
Required
Bachelor’s Degree in Accounting/Finance/Commerce or any other related field;

Desired
A postgraduate degree in Accounting/Finance/Commerce is an asset;

Experience
Required
A minimum  of 4 years working experience in finance/accounting is required;
Extensive experience working in international NGO is an asset;

Required

Proficient in Computer with knowledge in Microsoft Office Suite,  Internet usage;

Excellent written and oral communication skills, with a fluent writing style and good knowledge and practical use of both English and Kiswahili
