Contract - HSSE Advisor - Construction
The Organisation
Projects do not get much more exciting than our exploration and appraisal drilling campaign in Tanzania. Tanzania provides us with an excellent opportunity to enhance our gas chain strategy in East Africa and for you; this means the chance to get involved in the initial stages of one of the region’s most exciting exploration projects - playing an active role in the development of Tanzania’s energy sector.
Position Summary
Support the line management in achieving highest levels of HSSE performance at Mtwara Supply Base and the BG Tanzania Asset by providing advice and supervision on all the HSSE aspects of Construction Activities.
Key Accountabilities
- Provide a strong focus on continuous improvement in HSSE with both the main construction contractor and their sub-contractors
- Ensure that HSSE plans and relevant HSSE Management System and ER documentation is implemented and maintained
- Facilitate and attend the weekly Contractor safety meetings for HSE representatives and their subcontractors which is presented by the Port operator
- Deliver Courses/workshops presenting the BG lifesavers to all applicable site personnel and in Hazard recognition and intervention
- Ensure compliance with relevant BG Standards and BG Life Saver requirements in construction activities
- Ensure that all construction personnel receive site HSSE induction on arrival at the supply base
- Providing support and advice to all construction and personnel on matters related to HSSE
- Develop and deliver HSSE field Audit / inspection schedule and Observation reporting process, including:
- Participating in audits and inspections Phase 2 construction project
- Internal Audits of all construction contractor /subcontractor activities as required
- Participation in, and review of Construction related Hazard Identification and Risk Assessments as required
- Participation in accident/incident/and near miss investigations and implementation of corrective actions where required
- Work Pack reviews and HSSE input
- Identification of trends regarding the recurrence of accidents /incidents/ near misses providing advice and closure to the project management team as necessary
- Actively promote company’s HSSE Programmes and maintain records of the Safety Award Programme
- Develop and deliver HSSE training courses to construction personnel as required
- Promoting the effective use of existing HSSE management tools and techniques on each
- Liaison with BG Management/Contractor management on HSSE matters
- Comply with all company HSE policies/standards and legislative requirement related to HSSE
- Review Management Of Change (MOC) and Site Instruction for Simultaneous Operation, Review that construction Permit to Work applications are created and in place before work, and ensure risk assessment has been completed with risk mitigating controls agreed and in place
- Review that Job Safety Analysis and Job Method statement are created and agreed to support the PTW
- Ensure timely submission of reliable Construction HSE information to Management
Unique Knowledge, Skills, Experience and Attribute
The successful incumbent should have:
- Extensive working experience in managing HSE
- Working in civil and building construction (concreting, scaffolding and building form work) as well as the oil, gas or petrochemical industries and with exposure on HSEMS, Risk Assessment tools, Emergency Response and awareness on HSE legal requirement
- Exposure to supervising and motivating local contractor workforce
- Understanding of TapRoot and WhyTree methods
Knowledge, Languages, Skills and Attributes
- Degree/ Diploma in engineering or equivalent in building and construction industry.
- Internationally recognized Training in HSSE
- The individual needs to be self driven, and have good leadership, communication and presentation skills
- Should be able to speak and communicate in English and preferably in Swahili
