Support to the design of PE I and Project strategy for the Programme to Promote Maritime Security (MASE)
(fight against marinetime crime, piracy)
Education
- At least a Master’s Degree (development studies, peace and security or related field)
Professional Experience
Ten years’ experience and competence in the following areas:
- Knowledge of public sector governance and public finance principles (accountability, transparency and competition)
- Proven experience and knowledge of EDF procedures, including drafting or implementing Programme Estimates
- Experience working with an EU Delegation on procurement of supplies
- Previous work experience with the EAC would be an asset
- Experience in human security, maritime security, peace and justice fields would be an asset
- Experience with pan-African and/or sub-regional cooperation in the Eastern & Southern Africa, knowledge and understanding of regional integration processes would be an asset
- Excellent command of English (working language)
- Swahili would be an asset
Starting period: 19th - 21st October
The assignment must be completed by 30th November 2013.
Foreseen duration: 25 WD
The expert will provide the services from within the EAC Secretariat in Arusha, Tanzania.
