Principal Internal Auditor

Reports to: Functionally to the EAC Audit and Risk Committee and
administratively to the Secretary General
Organ/Institution: East African Community Secretariat
Station: EAC Headquarters-Arusha, Tanzania
Main Purpose of the Job:
To monitor and evaluate man agement policies, regulations, procedures and systems to facilitate and advise management on strategies for compliance with best practices for effective utilization of EAC’s resources; in addition to facilitating the deve lopment of risk management policies and syystems and overseeing the implementation of value for money or performance audits for the Community.
Duties and Responsibilities:
The principal duties and respoonsibilities will include:
1. Provide advice to and act as Secretary to the EAC Audit and Risk Committee.
2. Plan, organise and manage the internal audit function as well as providing guidance and direction on the overall audit processes of the Community Organs and Institutions.
3. Review and evaluate systems and standard operating procedures, including administrative controls and identify opportunities for improvement and make appropriate recommendations.
4. Monitor and review implementation of the Risk Management Framework and internal controls as well as governance processes at the Community.
5. Ensure compliance to established Policies and Procedures.
6. Provide technical guidance and supervise the staff of the Internal Audit Unit.
7. Keep EAC Management appraised on all audit work.
8. Develop Strategies, Policies and Procedures for risk management, value for money and Performance Audits for the Community.
9. Develop and co-ordinate implementation of the EAC Annual Audit Plan.
10. Coordinate the process of Institutional Risk Evaluation.
11. Provide inputs into the design of institutional systems and processes
12. Carrying out investigations as required by management.
13. Conducting financial, systems and efficiency (Value for Money) audits.
14. Liaise with External Auditors and follow-up on implementation of their recommendations.
15. Provide technical support to other Organs, Institutions and Departments in risk management and systems auditing
16. Evaluate measures put in place by management to ensure Community assets are accounted for and safeguarded from loss of all kinds;
17. Prepare Audit Reports and documentation for submission to the EAC Audit Committee;
Qualifications and Experience:
i) A Masters Degree in Finance, Management, Business Administration or equivalent.
ii) The candidate should have a professional qualification such as ACCA, CPA, and be a member of a recognized Professional Accountants’ Body/Association.
iii) Certification by professional bodies such as CIA, CISA or CRM will be an added advantage.
iv) 10 years of relevant experience, with 5 years at senior level in a busy organization.
Skills and Competencies:
Must be able to provide strategic and team leadership in Internal Audit, manage
diversity, conflict and change. Have good conceptual, analytical, communication, public
relations, planning, judgement, budgeting, decision making, report writing and
presentation skills; demonstrate high integrity, independence and maturity. He/she
must be computer literate and be proficient in computerised accounting packages.
Knowledge of and ability to use the Sun Accounting System is essential.
TERMS AND CONDITIONS OF SERVICE
This post is tenable on a five (5) year contract term renewable once upon satisfactory performance and is subject to the application of the EAC Quota System.
In line with the provisions of the EAC Staff Rules and Regulations, Candidates whose age will be 55 years at the time of appointment will not be eligible.
