Following the EAC Summit of Heads of State endorsement for the establishment of a Liaison Office at the African Union, towards the implementation of the AU Protocol establishing the Peace and Security Council, applications are invited from qualified candidates from the East African Community Partner States for the following position:
EAC/AU Liaison Officer
(REF: EAC/HR/2013-2014/005)
Grade: P5
Reports to: The Deputy Secretary General (Political Federation)
Organ/Institution: East African Community Secretariat
Station : African Union Headquarters, Addis Ababa, Ethiopia
Main Purpose of the Job:
To provide liaison between the East African Community and the African Union, Department of Peace and Security on matters of Peace and Security.
Duties and Responsibilities:
1.1 Keep the EAC fully and continuously informed of the activities of the Peace and Security Council of the AU and facilitate regular exchange of information between the AU and EAC on regional activities and peace negotiations of regional concerns;
1.2 Develop close professional relationship with officials of the Department of Peace and Security (PSD) of the AU Commission and the Peace and Security Department particularly Division Heads and the Directors;
1.3 Attend meetings of the Peace and Security Council as observers and other relevant meetings and provide the EAC with up-to date information on matters of interest;
1.4 Participate in the on-going debate on peace and security issues in the EAC region;
1.5 Attend intergovernmental and Donors meetings organized by the AUC particularly on issues relating to peace and security;
1.6 Establish formal and informal relations with all departments within the AUC, particularly the Political Affairs Department that has a substantive role to play in conflict prevention and resolution; and the Economic Affairs Department responsible for integration;
1.7 Act as a focal point of contact for the EAC with the Commission;
1.8 Work with the Commission to ensure that meetings are convened regularly, at least once a year, to review activities and programmes undertaken within the framework of the peace and security agenda of the AU;
1.9 Ensure that the Commission is kept fully informed of all matters of serious conflict issues in the region and facilitate participation of the Commission in their meetings and deliberations on matters relating to peace and security;
1.10 Play active role in the establishment and effective functioning of the Continental Early Warning System (CEWS) and the African Standby Force (ASF) and in the implementation of the Capacity Building project;
Qualifications and Experience:
i) A Masters Degree in Political Science, International Law, Diplomacy or Military Sciences from a reputable University;
ii) 15 years experience in a senior managerial level and/or coordination capacity.
Skills and Competencies:
The ideal candidate should have:
i) Good communication, public relations and negotiations skills;
ii) Knowledge of the Treaty for the establishment of the EAC, its decision making structures and processes;
iii) Comprehensive understanding of the EAC mandate on peace and security issues, relationship with other Regional Economic Communities and the African Union;
iv) Understanding of peace and security issues currently obtaining in the EAC region;
v) Proficiency in report writing and use of office computers.
TERMS AND CONDITIONS OF SERVICE
The above post is tenable for one (1) year contract term and it will be subjected to the EAC Quota System. In line with the provisions of the EAC Staff Rules and Regulations, Candidates whose age will be 55 years at the time of appointment will not be eligible.
