DIRECTOR, PRODUCTIVE SECTORS
(REF: EAC/HR/2013-2014/001)
Grade: P5
Directorate: Productive Sectors
Reports to: Deputy Secretary General (Productive and Social Sectors)
Organ/Institution: East African Community Secretariat
Station : EAC Headquarters-Arusha, Tanzania
Main Purpose of the Job:
To coordinate projects and programmes and enhance cooperation related to Productive Sectors embracing Agriculture and Food Security, Energy, Environment and Natural Resource, Tourism and Wildlife, and Industrial Development.
Duties and Responsibilities:
1. Coordinate initiation, formulation and harmonisation of policies and programmes related to Productive S ectors development as enumerated above;
2. Provide advice related to the above sectors to management and o ther staff;
3. Coordinate the develo pment and implementation of plans and strategies that
lead to increased cooperation in sectors in 1 above;
4. Identify policy gaps and facilitate research in priority areas/sectors;
5. Promote joint development strategies in policies and programmes related to the sectors in 1 above;
6. Coordinate harmonisation of laws and regulations related to the said sectors;
7. Promote information and data sharing among Partner States on policies and data for policy coordination and harmonisation;
8. Coordinate Implementation of Council decisions relating to the above sectors;
9. Prepare progress and annual reports;
10. Provide technical guidance to Professional Staff under the Directorate.
Qualifications and Experience:
1. Masters Degree in Economics, Development Studies, Economic Policy and Planning, Policy Analysis, Social Sciences or a related field.
2. 15 years of relevant experience with at least 8 years at managerial level. Should be able to work independently in a diverse environment. Experience in working similar organisations or institutions will be an added advantage.

Strong interpersonal and communication skills, analytical skills, Computer skills, Management and leadership skills, team - building skills, planning skills, supervisory skills, research skills, networking skills, project management and implementation skills and monitoring and evaluation skills.
TERMS AND CONDITIONS OF SERVICE
This post is tenable on a five (5) year contract term renewable once upon satisfactory performance and is subject to the application of the EAC Quota System.
In line with the provisions of the EAC Staff Rules and Regulations, Candidates whose age will be 55 years at the time of appointment will not be eligible.
