1. Background
The Nile Basin Initiative is a partnership of the riparian states of the Nile. The Nile Equatorial Lakes Subsidiary Action Program (NELSAP), a subsidiary action program of the NBI, covering the countries of Burundi, Democratic Republic of Congo, Ethiopia, Egypt, Kenya, Rwanda, Sudan, Tanzania, and Uganda. South Sudan participates as observer. Its mission is to contribute to the eradication of poverty, to promote economic growth, and to contribute towards reversal of environmental degradation in the NEL region. NELSAP promotes investments in power development and trade and Natural Resources Management and development, oversees the preparation of the jointly identified Subsidiary Action Programs and promotes cooperative investment projects related to the common use of the Nile Basin water resources. The NELSAP now wishes to recruit a Water Resources Database/GIS specialist to support its functions.
2. Functions and Responsibilities
The responsibilities for the position will include, but are not limited to:
• Development and maintenance of NELSAP and River Basin Water resources information databases including hydrometeorology, irrigation, hydropower development data;
• Development and maintenance of the NELSAP and River Basin Geographical Information Systems;
• Development of Hydrometeorological data monitoring framework and support its implementation in the NEL countries including capacity building in data manipulation, network planning, maintenance and data processing;
• Archiving and consolidation of socio-economic information related to water resources planning and development;
• Develop and maintain a Document Management and Quality Assurance System for water resources documents including documents produced by the various projects, records and knowledge support documentation.
• Provide data manipulation Support to NELSAP projects in formats required for planning; monitoring and evaluation; and project reporting;
• Perform related duties as assigned by the Program Officer for Water Resources Management and Development;
Qualifications
•Advanced degree in Water Resources Management, Water Resources Engineering, Hydro-informatics or related field.
•At least 7 years of experience involving manipulation, quality assurance and control of hydro-meteorological information, use of remote sensing and GIS in Water resources planning and development projects.
•Strong and demonstrated technical skills in use of ESRI and ERDAS Imagine software; Hydro-meteorological and Relational databases; and spreadsheets.
•Good management skills, including ability to provide strategic guidance, technical oversight, prepare work plans, and manage budgets and project expenditures.
•Excellent teamwork and interpersonal skills in operating collaboratively across organizational boundaries on a wide range of technical issues as well as networking with ministry-level partners, development partners and NGOs
•Ability to deliver capacity building activities regarding the use of databases, GIS and remote sensing systems;
•Demonstrated writing, presentation and reporting skills.
Fluency in spoken and written English or French language, with working knowledge of the other language.
