Country Funding Coordinator
40 hours/week
Location: Nairobi, Kenya
Objective of the position
To raise funds for Oxfam's program in Somalia Country. To develop and maintain good quality and consistent relationships with donors; to lead on contract management: To effectively support program teams to develop and plan concept papers and proposals in accordance with country strategy and donor requirements. To lead on the planning, coordination, securing and management of restricted and unrestricted income to enable Oxfam in Somalia to deliver on the country program strategy.
Main tasks
• Strategic vision: establish and implement a funding strategy for the country program (including resourcing for development, humanitarian and policy/advocacy work); also a member of the Country Leadership Team.
• Contribute to the development of country income and budget planning processes according to agreed Oxfam processes.
• Co-ordinate and work closely with governing affiliate, managing affiliate, implementing affiliate and funding affiliate staff.
• Manage funding processes according to Oxfam Funding Guidelines, responsible for quality control of funding processes and communications, recommending changes to processes and advising on brand risk management.
• Provide professional support, advice and training to managers/budget holders/support services in their area of responsibilities.
• Resolve diverse and sometimes complex problems related to funding and donor relationship management.
• Gather and collate information from a wide range of well-defined sources/analyse and communicate complex information to a wide audience with regards to funding opportunities and grant management (knowledge management).
• Apply specific technical/professional knowledge of their area from formal training and/or work experience to role and responsibilities.
• Frequent negotiation and liaison with internal and external stakeholders, influencing significant external donor relations in country and/or globally where appropriate.
• Representation in donor meetings and some external relationships.
• May involve supervision of staff, interns and/or volunteers.
KEY RESPONSIBILITIES
• Fundraising and managing unrestricted and restricted funding
- Lead on developing and implementing the country funding strategy and country funding plan.
- Assist country teams in planning, coordinating development and submission of competitive, high quality concept papers, donor proposals, and budgets which are successfully funded by a variety of donor agencies, seeking multi-year funding from potential donors whenever possible.
- Working closely with Program Managers in the field and support services staff to ensure optimal use of unrestricted funds and greatest use of restricted funds through strategic recharging to donor contracts where possible.
- Develop annual income plan and budget jointly with Managing Affiliate and Implementing Affiliates for submission to Programme Governance Groups and affiliate headquarters.
• Strategy
- Establish and maintain an up-to-date country funding strategy and plan and help to prioritise approaches to donors.
- Ensure good quality and timely information is fed back to Programme Governance Groups, affiliate headquarters and other stakeholders for budget and income planning purposes according to agreed Oxfam processes.
- Oversee overall coherence and quality of donor relationships in country in line with affiliate headquarters (donor lead) strategy for their sovereign donors.
- Research and analyse changing donor environment and strategies and advise on effective influencing of donors, linking in with affiliate headquarters (donor leads) as appropriate
- As a member of the Country Leadership Team, help shape Oxfam’s strategy and objectives in country.
• Capacity building
- Ensure sufficient capacity and skills of staff and partners in country to manage funding portfolio to recognised Oxfam and donor standards.
- Assess and strengthen the capacity of colleagues and partner staff across the country in the planning, securing and managing of unrestricted and restricted funds through formal training delivery, coaching and accompaniment.
• Coordination and information sharing
- Ensure effective co-ordination and information flows with Global Program Funding team, Affiliate headquarters, Programme Governance Groups, Managing Affiliates and Implementing Affiliates.
- Ensure overall co-ordination of humanitarian funding in emergencies.
- Co-ordinate and manage processes for key funding opportunities in country.
- Co-ordinate any donors visits and facilitate any reasonable requests from funding affiliates and governing bodies.
- Broker and help to ensure that core content is gathered and shared about country programs as per agreed Oxfam guidelines with affiliate headquarters to support marketing staff in unrestricted fundraising.
- Engage in peer networks of other country fundraising staff within region, between regions and globally as appropriate.
• Contract management/ Managing Restricted funding
- Lead responsibility for negotiating donor contracts favourably in line with Oxfam Funding Guidelines and managing donor relationships in country.
- Effectively manage a portfolio of existing donor contracts to ensure compliance with donor requirements; ensure reports are of good quality and submitted on time; analyse and provide advice to staff on the funding policies and requirements of different donors, seek advice and input from affiliate HQ (donor leads) for high risk donors.
- Ensure sign-off of donor proposals, reports and contracts within delegations and according to agreed Oxfam processes.
- Help prepare for audits of donor funded programs.
• Represent Oxfam to the donor community in country as required and maintain positive working relationships with donor agencies
Identify, assess and approach new donors or funding sources and represent Oxfam as required with donors together with relevant program staff.
• Information management
- Help develop information for induction, funding manuals and other resources for use by the country program and finance staff.
- Maintain restricted funding information systems and records on donor contracts both manually (hard files) and electronically (Oxfam systems/tools).
- Track income, request payments from donors and any necessary follow-up, process repayments and obtain any donor approvals, in line with Oxfam Funding Guidelines.
You have
- An academic degree in social sciences, Communication and Economics;
- Significant experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as ECHO, DFID, AusAID, OFDA, CIDA, UN agencies etc.;
- Information management and IT skills with good attention to detail in order to develop and analyse donor budgets and financial reports; and to develop/maintain, and give guidance on electronic and manual contract management and reporting systems;
- Sound understanding of Program Cycle Management in emergencies and/or development environments;
- Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting;
- Good written skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences;
- High level of analytical skills and critical thinking;
- The ability to work effectively with others influencing, supporting, following as required in order to achieve fundraising targets;
- The ability to research, analyse, and report (e.g. researching donor priorities, evaluating proposals and reports, determining match between external funding opportunities and Oxfam objectives);
- Experience in capacity building; coaching and delivering training at an individual and group level;
- The ability to network and represent Oxfam to donors and external institutions;
- Highly developed interpersonal and communication and relationship skills with ability to influence external organizations and individuals;
- The ability to manage his/her time effectively. Willing and able to adapt priorities in order to respond to changing demands;
- An entrepreneurial approach to fundraising and you are self motivated and target driven;
- Marketing qualification or relevant;
- A broad understanding of INGO programming and donor relations;
- Knowledge and experiences of Oxfam’s Program Work and systems;
- Existing understanding of Oxfam’s fundraising and contract management system and procedures;
- The willingness to travel.
We offer
A competitive, fair and comprehensive pay and benefits package that is justifiable to our donors. We offer a gross salary in the range of € 3,229,- to € 4,969,- on the basis of a fulltime position. This is excl. 8% holiday fee, additional expat allowances will be offered.
