General Description of the Programme:GOAL has been implementing programmes in Malawi since 2002. Recently GOAL has secured three year funding for a large WASH grant. The project has five main components and covers two districts in Malawi. The five components are: water delivery, improved sanitation, improved hygiene practices, improving school WASH and capacity building of district authorities. The two districts are Nsanje and Chikwawa. In addition GOAL has on on-going WASH programme operating in Nsanje and Balaka, which works closely with the local communities and district authorities.
General Description of the Role: Experience in delivering water supply and sanitation interventions in a wide range of contexts, the WASH Coordinator (WASH Co) will be responsible for ensuring that GOAL interventions respond to the local context in a sustainable manner and are closely coordinated with other GOAL sector programmes. The WASH Co will provide technical advice to the WASH programme; and will establish a long term strategic and operational support relationship to support on future fundraising and programme direction.
The WASH Co will be responsible for the overall management of water and sanitation activities, including (but not limited to) planning implementation of activities, supervising the activities to ensure that GOAL meets the agreed minimum standards, ensuring sound financial management of these activities, and providing support and technical oversight of all water and sanitation staff. The WASH Coordinator will liaise closely with WASH teams, the Area Coordinators and the local communities to improve community participation and ownership of all water and sanitation activities and to improve programme quality.
The WASH Co will coordinate with government ministries, UN agencies, and other NGOs to ensure that GOAL programs are in line with national strategies. The WASH Co will also liaise and coordinate with the GOAL Global Wash Advisor for technical and strategic support.
Key Duties:
Programmes •To promote community participation and ownership through liaising with the beneficiary communities; to establish, train and support water user/sanitation committees and ensure that activities are as transparent and inclusive as possible •To monitor and evaluate the quality of GOAL WASH programmes, •To ensure all WASH programmes and staff adhere to GOAL’s policies •To assist and advise the ACD Programmes/CD in the overall development of the programme •To carry out a review and report on the WASH programme including execution •To review and advise on improvements on co-ordination, planning, monitoring and management of the WASH project activities •To review and further develop programme schedules and to plan the activities to ensure effective implementation •To review and comment on contract documentation including drawings, specifications and bills of quantities and support the WASH team in developing these •To attend WASH cluster and Health cluster meetings to engage with other NGOs •To contribute to the compilation of donor proposals and reports in conjunction with the appropriate staff and to ensure compliance to all relevant donor requirements •To ensure appropriate resource allocation as required for the successful implementation of programme objectives •To liaise with other organisations engaged in similar activities in Malawi, including relevant government authorities, UN and other NGOs •To ensure all activities are carried out in accordance with local government procedures and do not duplicate or interfere with activities proposed or carried out by the UN or other NGOs •To ensure that all activities and strategic planning are in line with the GOAL WASH strategy •To represent GOAL at meeting with donors •To carry out any other reasonable duties as requested •Personnel •To directly manage the Malawi WASH team on technical aspects of their work, ensuring that all work is completed within the specified timeframe and to a high standard •To identify the training needs of the WASH teams and develop a programme to meet those needs, through on the job training, internal training workshops and external training •To support and mentor both programmes as well as operations staff as required
Finance
•Ensure finance protocols are followed by WASH programme staff •Liaise with the Financial Controller to ensure continuous oversight and involvement at all stages of the program cycle •Approve expenses when required •Ensure WASH programme budgets are being spend on time and as per procedures
Requirements For The Position:
Essential
•A minimum of four years experience managing a WASH programme with an International NGO •Masters Degree in WASH or equivalent •Experience managing projects and programmes funded by major institutional donors and agencies such as the EC, the UN, DFID, USAID and Irish Aid •Strong demonstrable experience in all aspects of project management including project planning, implementation, monitoring and evaluation, financial management and the design/utilization of appropriate project management tools, and the capacity to transfer this experience to others •Excellent interpersonal, motivational and management skills with extensive experience and interest in mentoring staff •Exceptional communication, analysis and writing skills •Strong demonstrable experience in liaising with governmental/local authorities and other NGOs •Experience working with CLTS and other participatory approaches •Experience working on long term rural WASH projects with strong sustainability focus
