NSSF HEAD OF PROCUREMENT AND DISPOSAL UNIT

National Social Security Fund (NSSF) is positioning its self to be the Social Security Provider of Choice in Uganda and now seeks to recruit a person with proven competencies and skills to head the Procurement Unit of the Fund. JOB TITLE: HEAD OF PROCUREMENT AND DISPOSAL UNIT REPORTS TO: MANAGING DIRECTOR MAIN PURPOSE: Managing and coordinating procurement and disposal activities of the Fund. MAJOR ACTIVITIES OF THE JOB:- To manage, coordinate and monitor all procurement and disposal functions of the Fund in line with the PPDA Act. To evaluate current procurement and disposal procedures, recommend and coordinate needed changes based on process analysis. To supervise the verification and processing of all requisitions according to budget and relevance. To coordinate and supervise tendering, negotiation and award of contracts in line with Fund procurement policy. To provide secretarial services and reports to the Contracts Committee. To monitor and ensure procurement expenditure is in line with set budgets. To ensure all procurement and disposal of goods, works and services in the Fund is carried out in an ethical and controlled manner. To prepare for external procurement audits and take action on weaknesses highlighted. To respond to queries from user departments, bidders, PPDA and suppliers. To manage supplier relationships to deliver breakthrough performance in cost, service and quality.

Requirement: Bachelors degree in Procurement/Purchasing and Supply or any other related field. Professional qualification in Procurement / Purchasing and Supply. Member of Chartered Institute of Purchasing and Supply (MCIPS). EXPERIENCE Minimum of 5 years working experience in a similar position with at least 3 years at senior management level. COMPETENCIES; The individual must have; Thorough and proven understating of PPDA procedures and guidelines. Experience in supplier sourcing, documentation, evaluation and selection. Experience in negotiating high value strategic agreements. Excellent communication and interpersonal skills with ability to communicate effectively at all levels. Demonstrated analytical and problem solving skills. High level of integrity and influencing skills.
