The position of University Bursar is a senior post in the University created to manage and oversee the equitable allocation, distribution and management of the University’s financial resources and assets. The University Bursar shall be positioned at the main campus in Kirumba-Masaka.
Eligibility
The person eligible for appointment should possess the following minimum requirements:
i. Hold a Masters degree in Business Administration or related field;
ii. Possession of professional Qualifications like ACCA, CPA or equivalent.
iii. Eight (8) years relevant experience five (5) of which should be at Senior Management Level in a reputable organization.
iv. Should have demonstrable financial planning and forecasting skills.
v. Experience in handling financial information systems required.
vi. Proven record of resource optimization to meet different financial demands will be an added advantage.

Job Description
The University Bursar shall perform the following duties:
i. Overseeing the administration of the budgets of the University including coordinating the budgeting process leading to the formulation of the Annual Budget;
ii. Providing guidelines and guidance to Heads of Units/ Departments in the effective and efficient budget management processes;
iii. Ensuring proper management of the University’s financial resources including monitoring revenues due to the university and ensuring that all moneys are properly banked in accordance with financial regulations;
iv. Ensuring that payments are properly originated and approved and securing monthly reconciliations;
v. Arbitrating when there are inadequate financial resources in the various units/departments and resolving conflicts
relating to implementation of budget guidelines;
vi. Spearheading the development of financial operational policies and procedure manuals that reflect the operations of the University;
vii. Preparing and submitting financial reports and budgets to the University council and the management team including spearheading the review of financial reports, ensuring that managers write financial reports for their departments, guiding vote controllers in accordance with the financial regulations manual.
viii. Preparing and submitting statutory reports to relevant external authorities and overseeing investment and development plans for the University through providing leadership in developing investment budgets and facilities, spearheading the documentation and management of the assets inventory and supporting teams in creating investment and development plans;
ix. Spearheading review of the Accounting Information System to ensure it generates the appropriate financial information that supports effective management decisions
x. Managing and supervising departmental staff including setting targets for annuals performance reviews, monitoring performance and providing necessary guidelines and mentoring
