MONTTORING & EVALUATION OFFICER
Responsible to : Head of Programmes
Location : Khartoum
Contract Duration : 12 Months – Renewable upon mutual agreement and availability of funding for the job
Salary : 3,000 SDG
Purpose of the post
The Monitoring & Evaluation (M&E) Officer will liaise with the other program Officers and report to the Head of Programmes , The M&E Officer will provide technical support in the development and implementation of programs that are delivered in project locations in Sudan ; this will include bout not be limited to , the development of technically sound and comprehensive monitoring and evaluation tools and systems
- Main Responsibilities
- Draft case studies using information compiled from project reports
- Ensure highest possible quality by supervising the process of entering and cleaning baseline and routine monitoring data ;
- Assist program staff to develop applicable indicators for measurement both at the level of the curriculum development and program implementation
- Assist in the design of a system for project review and evaluation to cover each of the thematic areas covered in the organization s curriculum and program scope using participatory methodologies and information generated by the monitoring system
- Contribute to the enhancement of the current tracking (monitoring ) system ;
- Review the methodology used for data collection data entry and data tabulation and provide inputs to improve the overall quality ; and advise on gaps in data sets and the respective strengths and weaknesses of data ;
- Generate summary tables of data findings to review , analyze , and document performance in each site in accordance with a specified report format :
- provide assistance to staff in data entry , analysis , and performance review by guiding staff and partners to generate simple charts and tables using Excel and SPSS ;
- Draft power point presentations that illustrate findings ;
- Design a system and manage the collection of data before and during program implementation ;
- Ensure all monitoring and evaluation systems are compatible with the organizational database systems and contribute to the use of this system by providing guidance on hoe to maximize its potential ; and ,
- Conduct monitoring visits to project sites as necessary to validate information being collected at field (i.e. base line data ) and to support the field teams in the collection and of information .
- Any other duties commensurate with the accountabilities of the post .
- Conduct impact assessment on every project three months after its completion and indicate the changes brought the projects in the beneficiaries .
Qualifications
- University degree or its equivalent in a field related to development and / or management
Experience
- Experience in successfully developing and managing development programmes
- ,knowledge or experience of NGOs
- Good human resource development and management ;
- Culturally sensitive and high level of diplomacy and tact . the logical framework approach and other strategic planning approaches ;
- M&E methods and approaches (including quantitative , qualitative and participatory );
- Planning and implementation of M&E systems ;
- Training in M&E development and implementation
- Facilitating learning – oriented analysis sessions of M&E data with multiple stakeholders ;
- Information analysis and report writing
Skills
- Strong written and verbal communication skills in English
- Demonstrated ability for strategic thinking and analysis ;
m. Strong coordination and negotiation skills with stakeholders ;
- Proven technical competencies in the design of development and emergency intervention programmes as well as sound financial skills (e.g. budgeting )
- Positive approach to problem solving
- Able to engender credibility , confidence and respectability ; and
- A focus on results , balanced with a sensitive and honest approach to people . Good written and oral communication skills
- Tact and diplomacy at all times
- Proven management , programme appraisal development , and monitoring and impact assessment skills
Knowledge
- A solid understanding of rural development , with a focus on participatory processes , joint management and gender issues ;
- Familiarity with a supportive attitude towards processes of strengthening local organizations and building local capacities for self – management ;
- Knowledge of the Red Cross Code of Conduct
Ability
- To undertake regular field visits and interact with different stakeholders , especially primary stakeholders ;
- Ability to work in a systematic and methodical manner
- Ability to work on own initiative
- Ability to work under pressure to tight deadlines and adapt to change
