Broad Description of the Role of the INM Grant Officer:
The INM Grant Officer will be responsible for executing and enhancing and all INM grant processes, procedures and supporting documentation. As a part of this responsibility, the Grant Officer will work with the INM Deputy Director to develop, implement and eventually oversee a Monitoring and Evaluation (M&E) Framework for INM, liaising with the UMCOR M&E Executive and internal GBGM/UMCOR Audit Department.
The Grant Officer is also responsible for working with the INM and UMCOR Program Officers in the US and Africa to ensure that all UMC Health Boards in Africa receive communications about and are tutored on the INM grant process and requisites. S/he will organize the logistics of all INM Executive Committee Grant Review Meetings with the Deputy Director. The INM grant officer will manage up to one Finance Assistant and two Grant Assistants.
The Grant Officer’s position may also be solicited to assist with programmatic implementation at times where the malaria program work needs supersede those of the grant process.
Day to Day Operations
- Coordinate with INM Deputy Director to ensure that all Africa UMC Health Boards clearly understand the INM grant proposal and review process.
- Work with INM Deputy Director to ensure INM Executive Committee and Technical Review Panel members clearly understand the INM grant proposal and review process, and their respective role(s) within it.
- Work with the Technical Review Panel (TRP) to organize logistics of meetings, internal and external communications of the panel and to the African UMC Conferences
- In collaboration with the Deputy Director, provide communication materials to INM where the grant process is pertinent to fundraising and collaboration.
- Ensure grant review process is timely and is executed smoothly.
- Ensure that financial transactions are executed efficiently and in a timely manner.
- Work with INM Deputy Director to develop and implement a Monitoring and Evaluation for 2012-15.
- Maintain communication and updates with the Deputy Director, UMCOR, and external agencies as necessary
Requirements
- A minimum of two years of experience in grant management or program implementation. Experience in Africa and/or in health grants and programs preferred.
- A Bachelors or Masters Degree in a related field: Financial Management, Project Management, Public Administration, Development, International Policy or Relations, etc.
- Strong organizational, writing and communication skills.
- Must be able to work independently while being a strong team player; must have the ability and interest to work with a multi-ethnic team in a culturally appropriate manner.
- Must have the capacity to develop a sound grant management and evaluation system.
- Skilled at presenting complex yet concise reports to a large and variant group of stakeholders.
- French or Portuguese language skills a plus.
- Some international travel will be required.
