Position Overview
The General Board of Global Ministries is the global mission agency of The United Methodist Church. It has personnel, projects, and partners in 136 countries and incorporates the United Methodist Committee on Relief (UMCOR) and the Advance for Christ and His Church, the denomination’s designated mission giving channel. The United Methodist Committee on Relief (UMCOR) is the not-for-profit global humanitarian aid agency of the United Methodist Church. UMCOR is working in more than 80 countries worldwide.
Our mission is to alleviate human suffering—whether caused by war, conflict, or natural disaster, with open hearts and minds to all people. UMCOR responds to natural or civil disasters that are interruptions of such magnitude that they overwhelm a community’s ability to recover on its own. We work in places others cannot or will not go. The Associate General Secretary is accountable to the Deputy General Secretary of the UMCOR unit of the General Board of Global Ministries.
This is a varied position that involves administering the day-to-day business of the mission and managing staff both in the New York City office and in the field. This position involves some travel, at times to insecure environments, and occasionally at short notice, and working with local partners and communities to prepare for and respond to emergencies.
ROLE INVOLVES
Management and Leadership
  • The Associate General Secretary provides strategic short- and long-term vision and support for the development work of UMCOR through supportive supervision, mentoring, and coaching.
  • Writes performance reviews, participates in the hiring process of health team members, and provides other human resources management as related to the team and facilitates corrective action if needed.
  • Leads the development of UMCOR international development, and realistic activity plans and budgets including active participation in UMCOR’s Strategy and Resource Team (SRT) and implementation of UMCOR’s Strategic Plan.
  • Heads of Mission of UMCOR's NGO Field Offices would report to Associate General Secretary through the Director of International Programs.
Technical Expertise
  • Acts as a key liaison to all international, regional, and national collaborating partners and manages critical relationships with those partners and other stakeholders including Methodist-related institutions; NGOs, FBO’s, and CBO’s; government and multi-lateral institutions (Including the UN and others); ACT Alliance members.
  • Ensures donor compliance guidelines are developed and maintained within the unit in coordination with the DGS, Treasurer, SRT, Comptroller and Program Development Manager and implementation of a relevant knowledge management and grant database system to ensure information collection and sharing across UMCOR and adequate submission of internal and external reports.
Monitoring and Evaluation.
  • Develop an internal monitoring and evaluation framework for UMCOR’s core program areas and implement the correlating reporting and assessment structure.
  • Monitors and evaluates new and ongoing emergency situations and international relief efforts on a daily basis through management of international relief and global health staff and when necessary and appropriate site visits.
  • Oversees the timely gathering of relevant international program data for reporting through the direction and oversight of program related staff.
  • Provide support and guidance to country field office Head of Missions on strategy, program implementation, operations and business development via the Program Development Manager and any other relevant SRT/HQ staff.
  • Conduct field visits to both explore program development/expansion and to monitor program/mission operations.
  • Possess extensive knowledge/application of restricted donors regulations, such as but not limited to U.S. government (USAID, DOS, etc.) UN agencies, DFID, EU and Global Fund
QUALIFIED CANDIDATES WILL POSSESS THE FOLLOWING SKILLS AND ABILITIES
  • Experience in international not-for-profit financial management preferably religious not- for-profits and non-governmental organizations (NGO’s)
  • Critical and strategic thinking skills, the ability to be resourceful and entrepreneurial
  • Excellent oral and written communications skills, and public speaking skills
  • Ability to work well under pressure and prioritize work
  • Must have strong negotiation and coordination skills; strong management, communication, and reporting skills; good interpersonal and team building skills; diplomacy and patience.
  • Strong analytical, problem-solving, and decision-making skills are essential.
  • Be flexible in fast-paced emergency and work in a post disaster environment and in remote regions with limited resources
  • Understand and respect the diverse cultural, religious, and political environments and use diplomacy when working with the staff, local partners, local authorities, and beneficiary population globally
  • Willingness to travel up to 50% internationally on short notice.
EDUCATION
  • Masters’ degree or equivalent experience required. Degree in International Development, International Relations, Emergency Management, Humanitarian Affairs, International Health, or related field desired.
EXPERIENCE
  • Must have at least 7 to 10 years of experience in a senior level position managerial position in an international faith based or NGO or similar nonprofit or related organization as well as three to five years of relevant experience working in humanitarian, relief, and development sector required.
  • International training and education desired. Knowledge of data collection methods and data analysis skills a plus
  • Exceptional understanding of financial, budget and grant management systems and processes and problem-solving abilities are strongly preferred.
  • Significant experience in managing people and with international disaster and global health programs are essential
  • Experience in emergency and humanitarian relief services a plus.
  • Ability to work in a multicultural, diverse, and highly performance-driven environment.
  • An understanding of and ability to work effectively in the structure of The United Methodist Church. Membership in/knowledge of the UMC required.
  • Familiarity and experience with incorporation of Disaster Risk Reduction strategies into disaster preparedness, response activities and different humanitarian aid and development sectors, including but not limited to Water/Sanitation/Hygiene (WASH), Security and Logistics, Shelter and Reconstruction, Livelihoods, and Education highly desirable
  • Experience working in less developed countries.
  • Excellent team leadership, team working and relationship building skills with the ability to develop positive working relations across functions and cultures.
  • Strong communication and representation and negotiation skills with excellent spoken and written English.

  • Salary DOE, consistent with non-profit social justice organizations. The minimum level for this position pursuant to the compensation structure of the General Board of Global Ministries is $85,521 with a likely median salary of approximately $93,000 to 100,000 based on experience.
