Organizational Setting

The Department of Nuclear Sciences and Applications implements the IAEA's major programme on nuclear techniques for development and environmental protection (Major Programme 2). This major programme comprises individual programmes in food and agriculture, human health, water resources, environment and radiation technologies. These programmes are supported by laboratories in Seibersdorf, Monaco and Vienna. The major programme's objective is to enhance the capacity of Member States to meet basic human needs and to assess and manage the marine and terrestrial environments through the use of nuclear and isotopic techniques in sustainable development programmes.

The IAEA Environment Laboratories (NAEL) is a Division of the Department of Nuclear Sciences and Applications currently comprising four laboratories, of which three specializing in radiometrics, radioecology and marine environmental studies are located in Monaco and one terrestrial environment laboratory in Seibersdorf (about 45 km south of Vienna), which implements the Environment Programme under Major Programme 2.

NAEL's objective is to enhance the capability of IAEA Member States to understand key marine and terrestrial physical processes governing the climate and the transport and fate of contaminants and other elements in the environment. NAEL uses nuclear techniques for the identification and mitigation of marine and terrestrial environmental problems caused by radioactive and non-radioactive pollutants. It will achieve its objectives by enabling Member States reliably to assess current and future levels of radioactive and other contaminants in the marine and terrestrial environment through the application of radionuclides and isotopes for diagnostic purposes.

The NAEL operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy- and decision makers and technical counterparts in Member States and the international development community.

Main purpose

Reporting directly to and under the guidance of the Deputy Director General, Head of the Department of Nuclear Sciences and Applications, the Director ensures that NAEL provides results-based programmatic responses to Member States' priorities for the application of nuclear and isotopic technologies to their development goals in environmental issues.

Role

The Director is: (1) a manager and team leader, ensuring that the environment programmes and projects are developed and implemented efficiently and effectively in line with the results-based approach; (2) an advisor to the Head of the Department, identifying opportunities to meet the needs of Member States and positioning the programme to deliver those needs; (3) a liaison with the Monégasque authorities in relation to administrative matters for the operation of the laboratory premises.

Partnerships

The Director works closely with high-level counterparts in Member States' institutions and with colleagues in United Nations organizations to coordinate programmes. He/she interacts with other IAEA programme managers to coordinate and synergize the IAEA's activities.

Functions / Key Results Expected

• Manage NAEL, providing leadership to approximately 20 professional staff and 30 support staff and oversight of administration in accordance with IAEA standards.
• Implement quality and safety standards in the laboratories.
• Lead and develop NAEL's environment programme in line with the expressed needs of Member States and the results-based approach.
• Coordinate and guide programme monitoring and assessment, ensuring that outcomes are fully in line with stated programme

objectives.

• Represent the scientific standing of the IAEA at international conferences and forums, liaising with relevant senior level scientific representatives in other international organizations and comparable laboratories.
• Strengthen IAEA cooperation with UN organizations through joint programming activities.
• Build and maintain strategic institutional partnerships and alliances with a wide range of stakeholders in Member States.
Knowledge, Skills and Abilities
• Demonstrated ability to think strategically, to set direction and to apply a results-oriented approach; capability for strategic and operational planning and for quality management.
• Strong analytical skills, demonstrated sound judgement in applying technical expertise to identify problems and contribute to their solution.
• Ability to build collaborative partnerships.
• Extensive knowledge of marine and terrestrial environmental issues, the contribution of nuclear applications therein, and the related roles and responsibilities of the relevant United Nations organizations.
• Excellent presentation and communication skills, i.e., the ability to represent the Department or Division effectively, including the ability to deliver speeches in the public forum, briefings and debriefings and to conduct effective meetings with representatives of Member States and other stakeholders.

Education, Experience and Language Skills

• Advanced university degree in science or a closely related environmental field.
• Formal training in management desirable.
• Minimum of 15 years of experience at a senior level in programme management. Of those, at least five years of experience working at an international level in a field related to environmental science.
• Experience in managing an environmental or other related laboratory desirable.
• Proven track record of excellent leadership and experience in managing staff and financial resources, including the ability effectively to lead and motivate large work teams in a multicultural environment.
• Excellent knowledge of written and spoken English. Good knowledge of another IAEA official language (Arabic, Chinese, French, Russian or Spanish) desirable, particularly French.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $95 394 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $54 088*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
