The Fiscal Affairs Department (FAD) of the International Monetary Fund is seeking an experienced macroeconomist to work as Resident Macro-Fiscal Advisor in the Southern African Regional Technical Assistance Center (AFRITAC South, based in Port Louis, Mauritius. The Advisors' appointment term would be for an initial period of one year, on a renewable basis, subject to satisfactory performance. AFRITAC South covers thirteen countries (Angola, Botswana, Comoros, Lesotho, Madagascar, Mauritius, Mozambique, Namibia, Seychelles, South Africa, Swaziland, Zambia, and Zimbabwe). The successful candidate will help strengthen finance ministry capacity for fiscal policy analysis and implementation in AFRITAC South countries.
Working closely with staff from IMF headquarters (HQ), resident advisors support policy development and capacity building in fiscal policy, public financial management, monetary operations, financial market development, banking supervision and macroeconomic statistics. The Macro-Fiscal Advisor will help, through the provision of technical advice and support, country finance ministries to design and implement strategies to improve their macro-fiscal analysis and capacity. This will include developing and delivering seminars and other training courses to local officials. The Macro-Fiscal Advisor will have a limited budget for hiring short-term experts for specific activities.
Qualifications
In addition to a graduate-level degree (Masters or Ph.D.) in macroeconomics, public finance or a related field, the candidate should have a minimum of five years experience working with finance ministries. The candidate should have a track record of developing and managing capacity-building projects and relations with senior government officials, as well as strong quantitative, analytical, and written and oral communication skills in English. Substantive evidence of past work with macroeconomic forecasting, financial programming, fiscal policy analysis, and budget formulation is a requirement. Experience in delivering technical assistance in a developing country and/or work experience in the regions covered by AFRITAC South would be an advantage. Knowledge of Portuguese and/or French would also be an advantage.
Other qualified candidates, not selected for this position, may be considered for short-term technical assistance assignments.
