BACKGROUND: The Global Water Partnership (GWP) is a worldwide network and an intergovernmental organisation, which supports countries to implement more equitable and sustainable management of their water resources through building partnerships at local, national, regional and global level. Created in 1996, the network now spans over 80 Country Water Partnerships within 13 Regional Water Partnerships, with a Global Secretariat (GWPO) in Stockholm, Sweden. For more information: www.gwp.org SCOPE OF POSITION: GWPO employs a number of Network Officers (NO) who provide leadership and expertise on the sustainable management and development of water and related resources within the GWP Global Secretariat, across the GWP Network and with strategic allies. The NO is the link between the Regional Water Partnerships (RWPs), the GWP Technical Committee and GWPO Secretariat, and acts as an advisor to the RWPs in the implementation of the GWP Strategy and the associated annual work plans at regional and national levels. The NO works at the interface of the global and regional levels with multiple stakeholders and is a resource person who responds to the needs and challenges emerging in the regions. The NO is also a knowledge link between the RWPs and GWPO, facilitating collaborative inter-regional relationships connecting expertise at the global and regional/country levels.
REGIONAL AND THEMATIC FOCUS: Network Officers play a dual role within GWP: 1. Advising and supporting the GWP Network in the development and implementation of a thematic focus area of the GWP Strategy. The positions require knowledge, skills and aptitude to develop and implement a thematic programme in the area of energy and water security/food and water security; and 2. Facilitating and supporting the work of 2 or 3 RWPs and the CWPs in those regions to which the NO is assigned. SPECIFIC DUTIES: Within these two distinct roles the tasks are as follows: 1. Thematic and Programme Development
  • Lead the task of defining an effective role for GWP in addressing one or more of the thematic challenges stated above at a global level through the development of a realistic thematic strategy in the area of energy and water security/food and water security that reflects available and potential human and financial resources.
  • In collaboration with RWPs and CWPs, and based on the thematic strategy, identify and develop specific programmes and projects which will further the development of the specific

theme(s). Support the development of relationships with financing partners for implementation of such programmes and projects in specific regions and/or countries. In collaboration with RWPs and CWPs, lead and support the implementation of thematic programmes, including development of project concepts and implementation frameworks, identifying experts and other stakeholders, setting implementation timeframes, etc.
2. Member of Network Operations Team at the Global Secretariat
  • Contribute to internal and inter-regional learning by ensuring the sharing of regional and thematic information, experiences and knowledge, lessons learned and models for change, in particular to ensure links and coordination between regions.
  • Work with the GWPO Communications Unit to enhance strategic communication and exchange between regions and global GWP entities as well as the development of material for the GWP ToolBox.
  • Serve as the GWPO´s regional and thematic focal point and coordinator for key stakeholders (Senior Advisors, Knowledge Partners, UN agencies etc.).
  • Contribute effectively to activities of the Network Operations Team and of the Global Secretariat as a whole.
  • Represent GWP at regional and international events and activities. 3. Support to the Regions
  • Advise, guide and support the development and implementation of regional strategies, work programmes and workplans:
  • Support development of partnerships and networks at regional and country levels and improve regional fundraising strategies, capacities and activities in support of implementing the GWP Strategy.
  • Support global and regional implementation of the GWP work programme management cycle in planning, monitoring, evaluating and reporting.
  • Coordinate with a range of international organisations including UN Agencies, bilateral and multilateral funding agencies and knowledge partners at the regional and country levels to support the RWPs in building capacity in relation to programme opportunities.
  • Support the RWP Secretariats in preparation for and participation in regional and international meetings, workshops and seminars as presenter and advocate for GWP's vision and mission.
  • Monitor and support RWP budgets and reporting requirements (both financial and programmatic) in coordination with the GWPO Finance and Communications Units for effective reporting.
  • Represent GWPO in the Regional Steering Committees of the assigned RWPs. QUALIFICATIONS AND EXPERIENCE:
  • Advanced degree in economics, engineering, natural/environmental sciences, social sciences, and/or international water law and governance; or equivalent.
  • At least 10 years experience, good knowledge and understanding of the Integrated Water Resources Management (IWRM) approach, and in particular applying an IWRM approach to planning, development and management for energy and water security/food and water secrutiy.
  • Broad-based understanding of current global trends regarding sustainable development and management of water and related resources.
  • Experience in managing programmes in multi-stakeholder environments, preferably with water and environmental issues.

stakeholders. Experience with results-oriented organisational and strategic planning, and programme/project development, management and implementation and the full range of project cycle management from proposal development to implementation, monitoring and evaluation related to natural resources management and development. Excellent organisational and strategic planning skills to analyse, set priorities, take initiatives and meet deadlines proactively. Excellent communication skills with proven ability to communicate effectively with individuals and in small and large multidisciplinary groups as colleague, participant, facilitator and speaker for capacity development and for reaching common understanding and agreement. Familiarity with organisation of meetings and preparation of written materials for/after meetings. Experience in fundraising, strategically and operationally. Ability to work within a matrix management structure with a multidisciplinary and multicultural team, willing to facilitate change. A flexible, friendly and cooperative personality with an understanding of various regional, political and cultural environments.
