The COMESA Secretariat has received a grant from the African Development Bank Group toward the cost of the COMESA AIR SPACE INTEGRATION PROJECT, and intends to apply part of the agreed amount for this grant to payments under the contract for consulting services for a legal and regulatory Expert.

The services included under this project are consulting assignments to provide (i) An enabling legal and regulatory framework for a unified upper airspace in the COMESA Region; (ii) An adequate institutional framework for providing and regulating regional Air Traffic Services; (iii) technical and financial feasibility assessment of the system; and (iv) The identification, structuring and conclusion of a suitable PPP arrangement to finance, implement and operate the regional CNS/ATM infrastructure/ system.

The COMESA Secretariat has established a dedicated Project Implementation Unit, in Kigali, Rwanda, headed by a Project Manager to provide day-to-day executive management of the project as well as overall monitoring of the project. The Secretariat now invites eligible individual consultants to indicate their interest in providing the services of a Legal and Regulatory Expert. Interested consultants must provide information indicating that they are qualified to perform the services (detailed CV, and a covering letter detailing their understanding of the task and highlighting experience and expertise in similar work, together with copies of academic certificates).

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” May 2008 edition, revised July 2012, which is available on the Bank’s website at http://www.afdb.org. Interested consultants (only individual consultants) may obtain further information at the address below.

Expressions of interest must be delivered to the address below by 10th September 2013 at 14.00 hours, Zambia time, and mention “Legal and Regulatory Expert for the Project Implementation Unit”.
