BACKGROUND: The Global Water Partnership (GWP) is a worldwide network and an intergovernmental organisation, which supports countries to advance integrated water resources management through building partnerships at local, national, regional and global level. Created in 1996, this unique network now comprises nearly 3000 Partner organizations in 167 countries, spanning 13 geographical regions, with a Global Secretariat (GWPO) in Stockholm, Sweden. For more information: www.gwp.org GLOBAL PROJECTS: The Global Projects unit within GWPO supports GWP´s contribution towards specific global challenges and global events, and towards the evolution of a global institutional architecture for water within the post-2015 development framework. New initiatives are formulated and implemented as global projects. Starting July 2013, the Global Dialogue Project will contribute at a high level to developing and promoting a Sustainable Development Goal (SDG) on water. This project consists of three interacting components. An Expert Task Force will develop new understanding on the scale and reach of the impact of water security on economic growth, as well as alternative water development pathways. Through country consultations this information will help motivate country level decisions, investments and actions on water security. At global level, the work of the Global Dialogue Project will feed into the goals, targets and related monitoring for the SDGs and the post-2015 development framework. SCOPE OF THIS POSITION: The Head of Global Projects is responsible for developing and managing the global outreach of GWP, formulating new projects to support delivery of the GWP Strategy towards 2020, and in particular for coordinating and ensuring effective interaction between the various components of the Global Dialogue Project. Reporting to the Executive Secretary (ES), the Head of Global Projects works closely with the ES, GWP Chair, Chair of the GWP Technical Committee and the Management Team on global, strategic, and effective actions to strengthen the global profile and role of GWP. At all times the main purpose of global projects within GWP is to help deliver on the vision and mission of the organization and to strengthen the GWP network at all levels.
A. Coordinating global events and projects
- Coordinate GWP´s strategic involvement and input into global events. Ensure that corporate strategic messages are developed and used effectively. In consultation with the ES, GWP Chair and Chair of the Technical Committee, deploy GWP representatives within events and processes critical to GWP's mission. Represent the organization in strategically-relevant meetings, conferences, events, etc. to promote key messages. Develop a media strategy for global visibility, maintaining a network of contacts with media, government agencies, international institutions, civil society organizations , private sector and key stakeholders. Develop new projects and raise funding as required in order to deliver on GWP´s vision and mission.
B. Coordinating the Global Dialogue Project
- Oversee the different components of the project and ensure coordination between them (the Co-Chairs and the Global Dialogue Panel, the Expert Task Force, the Country Consultations and liaison with the UN Open Working Group). Manage the contractual relationships between GWPO and members of the Expert Task Force, country experts and key partners for the Global Dialogue Project. Manage the planning and organisation of key global and regional events, Global Dialogue Panel meetings, and related media exposure. Assist the Expert Task Force in the planning and preparation of Task Force meetings. Assist the implementation of the Country Consultation Process, interacting with relevant GWP Country Water Partnerships and supporting the creation of reports. Liaise with the UN Open Working Group and ensure that the Global Dialogue outcomes are relevant to the SDG process and the Post-2015 Development Framework. Assist in the synthesis of lessons and outcomes of the Global Dialogue Project implementation to feed into the final report on Water Security and Growth, and associated media messages. Prepare financial and narrative reports and budgets for the Global Dialogue Project. Develop and maintain positive working relationships with the co-convenor, OECD, and with all stakeholders as necessary for the success of the Project.
C. GWP Management Team Work pro-actively with the GWP ES, the Head of Network Operations, the Head of Communications and the Head of Finance & Administration on the GWP Management Team in order to:
- Manage the Global Projects unit effectively and efficiently.
Manage the implementation and delivery of activities and budgets of the Global Projects unit against work plans and budget forecasts. Ensure global events and projects are effectively coordinated and linked into organizational development at all levels of the network. Prepare or review funding proposals and ensure initiatives are in line with GWP strategic objectives and outcomes. Support the ES in preparing for the Steering Committee, the Consulting Partners, the Sponsoring Partners, and the Financial Partners Group meetings, and follow up actions agreed at those meetings as needed. Act on behalf of the ES when required. Ensure that the management of the GWPO Secretariat supports a productive and transparent work environment.
QUALIFICATIONS AND EXPERIENCE:
Advanced degree in natural science, engineering, water management, environmental economics, international relations or equivalent education. At least 15 years of experience in working on water management and development issues. Excellent communication skills in written and spoken English, as well as fluency in either Spanish or French. Working knowledge in other major languages will be an advantage. Experience of working with global media to deliver key strategic messages. Excellent interpersonal and leadership skills. Excellent organisational and strategic planning skills to analyse, set priorities, take initiatives and address key strategic issues. Experience in fundraising. Experience in working at management and strategic level, as part of a multidisciplinary and multi-cultural organisation. Previous co-ordination role and responsibilities in an international environment.
