A CONSULTANT TO CONDUCT A MID TERM REVIEW OF STRATEGIC PLAN

Sikika is a health advocacy local NGO registered in Tanzania with nationwide mandate in health governance with the aim of contributing to the attainment of quality health services to all Tanzanians through Social Accountability Monitoring (SAM) of the health systems.

The organization works to ensure equitable and affordable quality health services for all Tanzanians. We work on four thematic areas namely: Health care Governance and Financing, Human Resources for Health, Medicines and Medical Supplies and HIV & AIDS

Sikika is seeking for an independent consultant to conduct a mid term review of its strategic plan (2011-2015). We seek an independent consultant with Outcome Mapping knowledge, monitoring and evaluation skills and experience in Tanzania health sector systems, including governance and accountability framework of the central and local government of Tanzania. The consultant will also need to have extensive experience in organizational/institutional development and programme management and one who has previously conducted a Review for a recognized and reputable organization/company.

Responsibilities of the consultant

1.     Establish whether or not the program is achieving its objectives and the likelihood of achieving intended outcomes within the Strategic Plan period.

2.     Scan and assess the internal and external forces impacting (in the short, medium and long term periods) on the implementation of the strategic plan to be addressed in the final half of the implementation of the strategic plan.

3.     Establish the effectiveness of programme, from design, implementation approaches and strategies to programme coordination.

Skills and qualifications needed

1.     Ability to incorporate mixed methods (qualitative and quantitative), which will include the collection of qualitative information through key informants interviews (KII) and focus group discussions (FGD).

2.     Extensive experience in producing assessment documents of high quality (share evidence)

3.     Proven ability and experience with communicating complex material to high level decision makers, political executives and policy makers.

4.     Ability to rapidly analyze and integrate diverse information from varied sources

5.     Excellent interpersonal skills, including ability to operate effectively across organizational Partners

6.     Outcome harvesting knowledge would be an added advantage.
